The Khuman United Clubs and Meira Paibies Association (KUCMA), Mayang Imphal, has submitted a memorandum to the Governor of Manipur, Ajay Kumar Bhalla, highlighting the urgent need for improved staffing and infrastructure at the Primary Health Centre (PHC) in Mayang Imphal.
In the memorandum signed by KUCMA President Joy Potshangbam and Secretary Dijendro Mangang, the association expressed deep concern over the poor state of the PHC, which caters to over 50,000 residents across 21 villages and lies at a strategic junction connecting Bishnupur, Thoubal, Kakching (Chandel), and Imphal.
KUCMA stated that despite the PHC’s crucial role in the healthcare delivery system of the region, it suffers from severe shortages in medical staff. Currently, the centre operates with only one regular AYUSH Medical Officer, one Dental Surgeon, and four contractual Medical Officers, which the association said is grossly inadequate. The memorandum called for the urgent appointment of three MBBS Medical Officers and a Senior Medical Officer. It also pointed out that the existing Dental Surgeon post continues to be vacant and is being managed by a medical officer deputed from Kumbi PHC.
Among the major infrastructure issues listed, the association noted the absence of sanitation facilities for doctors, inadequate provisions for X-ray services, and poor building conditions. A previous application submitted in 2019 by the then Medical Officer in-charge, Dr. Irengbam Homendro, requesting essential equipment and structural work for the X-ray unit has gone unaddressed, despite the availability of a 3-phase power supply to support the facility.
Additionally, the PHC suffers from frequent flooding due to the lack of a proper drainage system, deteriorating ceilings and walls in several rooms, unhygienic flooring, and the absence of a boundary wall or parking space.
From January to May 2025, the PHC reportedly treated 9,567 patients from 17 villages, underscoring its importance as a vital healthcare hub in the region.
The memorandum proposed several remedial actions including:
• Appointment of a Senior Medical Officer and three MBBS Medical Officers on a regular basis.
• Construction of sanitation facilities for staff.
• Structural upgrades for the X-ray unit, including the construction of double brick walls and procurement of necessary equipment.
• Development of a proper drainage system and pucca flooring.
• Repair of dilapidated rooms and construction of a boundary wall and parking area.
KUCMA urged the Governor to take immediate steps to address these pressing issues, emphasizing that the deteriorating condition of the PHC risks compromising the health and safety of thousands of residents in the region.
The association expressed hope that the Governor would intervene at the earliest to ensure the well-being of the public and restore the functionality of the only major government healthcare facility in Mayang Imphal.
