He said he will present the details of the peace accord at the floor of the parliament but was never done – Ibobi
Union Home Minister Rajnath had lied to Manipur Chief Minister Okram Ibobi Singh by telling that he would table the contents of the Peace accord signed between the NSCN-IM and GoI at the ongoing parliament session.
At his Independence Day speech here at Imphal, Chief Minister Okram Ibobi Singh said that he called up Union Home Minister Rajnath Singh on the evening of the day that the peace accord with the NSCN-IM was reportedly signed and asked him why the state government was not informed regarding the matter. The Chief Minister also said that he personally sought the details of the peace accord.
“I called up the Home Minister Rajnath Singh on the evening of the signing of the peace accord and asked him why the state government has been set aside and also asked him to provide the details of the agreement. Rajnath Singh said that the content of the agreement will be tabled on the floor of the parliament”, said Chief Minister Okram Ibobi Singh.
However, no report about the peace accord was tabled at the parliament.
“Even in the next day, Home Minister did not mention anything about the peace accord in the parliament, so I went to New Delhi on August 7 to find out the matter”, said Ibobi Singh.
The Chief Minister reportedly sought appointment of the Prime Minister and the Home Minister soon after he reached Delhi but as the Prime Minister had gone to Tamil Nadu he had to wait for another day.
Ibobi said that he met the Union Home Minister Rajnath Singh on August 8, and talk with him for around 45 minutes at his residence. RN Ravi was also present during the meeting said Ibobi.
Spelling out the details of the meeting, Okram Ibobi said that he had told the Home Minister to do anything for the state of Nagaland even by building a golden Temple if desires so.
Clarifying to any move by the central government to enact new legislation for development of Naga people in the state of Manipur, Ibobi said that any initiative to develop the hill areas of the state welcome but rejected the idea of framing new legislation. Ibobi said that he had reminded the Home Minister about the laws passed by the parliament for protection of culture, traditions, customary, religion, education and language called the Manipur Village Authority in Hill Areas Act 1956. Ibobi also said that he had elaborated the Manipur Land Reform and Land Acquisition Act which has been protecting the Hill area. Under the act no citizen of India are allowed purchase land in the hill area. He also said that he reminded the Home Minister about the existing la like the Manipur Hill Area district Council Act and the enactment of the Article 371 (C) of the Indian Constitution for development of the Hill area.
Chief Minister said that he had stated the state government stance for not objecting to any measures to strengthen the existing act by way of amending it. But said that there is no need to pass another law to solve the problem of the NSCN-IM. The same was presented to the Prime Minister, Ibobi added.
