The Tribal Youth Council Manipur (TYCM), General Headquarters, has submitted an ultimatum to the Chief Minister of Manipur, demanding action on a previously submitted Charter of Demands. The ultimatum, dated November 25, 2024, follows earlier memoranda sent to the Chief Minister on October 7 and November 6, as well as a representation to the Special Chief Secretary of the Tribal Affairs & Hills Department.
The Council’s demands include filling vacancies and enhancing resources in key institutions such as the Manipur State Commission for Scheduled Tribes (MSCST), the Directorate of Tribal Affairs & Hills Department, and the Tribal Research Institute (TRI). Specific requests include the nomination of two members to the MSCST, the appointment of a separate Member Secretary, the regularization of eight clerical staff, and the recruitment of research and legal officers. The TYCM also called for a significant increase in funding for the MSCST from Rs. 90 lakhs to Rs.10 crores, the appointment of dedicated directors for key tribal institutions, and the continuation of cultural programs under TRI.
The TYCM criticized the government for neglecting tribal affairs, particularly since ethnic clashes began in May 2023. The Council alleged that while recruitment processes and appointments have been actively conducted in other departments, tribal-specific institutions remain overlooked, contradicting the government’s commitment to balanced development between the valley and the hills.
Despite multiple submissions and reminders, the Council stated that no positive response has been received from the government. During an Executive Council meeting held on November 23, TYCM resolved to issue the ultimatum, setting a deadline of November 29, 2024, for the government to address their demands.
The Council warned that failure to meet the deadline would result in the launch of democratic forms of agitation to press for the fulfillment of their demands.
