The Campaign for Just and Fair Delimitation (JFD) has demanded that the National Register of Citizens (NRC) in Manipur be updated with 1951 as the base year and urged the State Government to ensure that the Census is conducted only after completion of the NRC updating process.
Addressing a press meet at the Citizen Club, Soibam Leikai, Imphal East, today, JFD Convenor Jeetendra Ningomba, along with members of the JFD Task Force, announced a “People’s Voice” programme on September 6 from 7 pm to 8 pm.
Participants will raise the slogans “No NRC, No Census”, “NRC Base Year Must Be 1951” and “Census Deferment Order Must Be Tabled in the Assembly”.
The JFD also urged people to assemble at the Citizen Club, Soibam Leikai, Wangkhei Khunou, from 11 am on September 7 to collectively assess whether the Manipur Legislative Assembly had addressed the people’s demands through its decisions.
Jeetendra said several issues remained to be addressed by the State Government following decisions taken during the ongoing session of the 12th Manipur Legislative Assembly.
He said the Assembly should incorporate the demand for 1951 as the base year while implementing its resolution on updating the NRC.
The JFD also urged the State Government, led by the Chief Minister and Home Minister, to constitute a team and approach the Government of India before the end of September 2026 for an official announcement on updating the NRC with 1951 as the cut-off or base year.
It further demanded that the State Government set a definite timeframe for the NRC updating process and issue a comprehensive White Paper on the exercise. The organisation also called for the proper reconstitution and full functioning of the State Population Commission.
The JFD urged the State Government to formulate a State Population Policy and take sustained measures to address and prevent demographic imbalance in the State.
On the reported deferment of the Census in Manipur, the JFD demanded that the Centre issue an official Gazette Notification and table it before the ongoing Assembly session to inform the public and address their concerns.
