There is no provision for extension of VC for MUC- DESAM

Students’ body DESAM today ridicules the clarification by Manipur University of Culture (MUC) over the alleged irregularities to the process for appointment of Vice-Chancellor as well as to the appointment of a regular registrar by the deputy registrar of the University by violating the Rules and regulations of the University.
A statement by DESAM said that the clarification by the authority of the MUC in connection with the irregularities is more like a joke as none of the clarification is reasonable.
Since the establishment of the Manipur University of Culture, DESAM has been demanding to fill all require infrastructures and manpower of the university as the DESAM believes that the University will be a treasure of the state to highlight the rich culture of the people to the world platform. Given that the DESAM has been urging the authority to field vacant post who are eligible as per the criteria provided by the UGC, however, the authority turn deaf ear to the demand of the DESAM, the statement said.
In connection with the clarification from the MUC, the DESAM consider is as a joke to fool the people.
It said in clarification by the MUC on August 7, 2020, the MUC authority said that the process for appointment of VC has been put on hold due to a ban by the government as per June 12, 2019 notification, however, the advertisement for recruitment of Vice-Chancellor and the VC was published on Man30, 2019. The process for recruitment had already begun before the notification for a ban on recruitment by the government. That is why the DESAM felt it unreasonable to the clarification as the process for recruitment has already began. It is not reasonable to halt the recruitment process which had already begun due to the notification of June 12, 2019, the DESAM said.
On the other hand, the DESAM questions the agenda behind the fresh recruitment process instead of continuing the process for recruitment which has already begun. It also asked on the reason for not including the post of appointment for regular registrar on the new advertisement when the earlier advertisement of May, 2020 calls for the recruitment of both vice-chancellor and Registrar. Why the authority is not continuing the earlier recruitment process which has already begun, the DESSAM aked.
The students’ body further said that the clarification in connection with the irregularities committed by the deputy registrar and officials as unfounded and baseless.
Can a deputy registrar prepare sets of paper and issue notification or circular for his appointment as Regular registrar or can he can the deputy registrar act as a regular registrar and summon Executive Council meeting. The DESAm also question on the reason for the change of signatory after the DESAM had pointed out the irregularities, the statement said.
The statement further said that after the establishment of the MUC , an executive Council was established to run the university under the Manipur University of Culture Act 2015. The tenure of the EC is 3 years and was expired on March 16, 2019. But the EC was again extended for 2 years and issued a circular for a meeting to be held on July 14, 2020. The circular was signed by the self-designated registrar. There has never been any clauses in the Manipur University of Culture Act 2015 and had never been amended for such inclusion. The clause in the Manipur University of Culture (amendment ) Act says that the executive council which was expired on March 16, 2019 can process for selection of a new committee within 2 years, there has never been any mention about the extension of the Executive Council tenure. In this situation how the authority could extend the tenure of the executive council for two years, the DESAM asked.
The DESAM urges the Vice-Chancellor at the earliest. Also, draw the attention of the Chief Minister and the Minister for Arts and Culture into the mater. The student body also urged to fill the essential vacant post of the university and said that no post should be recruited before the vacant posts are filled.
