Starlink, the satellite-based internet service operated by SpaceX, is reportedly being used by militants and civilians in Manipur to circumvent government-imposed internet shutdowns amid ongoing ethnic conflict. Despite SpaceX CEO Elon Musk’s denial, a report by The Guardian indicates the service is operational in certain parts of the conflict-ridden state.
Citing multiple sources within militia groups and security agencies, The Guardian revealed that the People’s Liberation Army of Manipur (PLA), a Manipur based rebel group, has used Starlink during shutdowns. The PLA initially accessed the service in neighbouring Myanmar but later found that Starlink signals extended into parts of Manipur.
Security agencies confirmed receiving reports about Starlink’s unauthorized use by both rebels and civilians. “Our initial information suggests that Starlink indeed works in some areas of Manipur, particularly near the Myanmar border,” a security source told The Guardian. Officials suspect the devices were smuggled into India from Myanmar.
An Imphal resident also corroborated the claims, saying he witnessed a Starlink device, reportedly brought from the United States, being used during an internet shutdown. “I was surprised to see my phone connect to the device and access the internet during the shutdown,” he told the publication.
However, The Guardian noted that two armed Kuki groups and one armed Meitei group denied using the service. Speculation about Starlink’s presence in Manipur intensified in December when the Indian Army’s Spear Corps shared images of seized equipment, including what appeared to be a Starlink terminal.
Elon Musk dismissed the allegations, stating, “This is false. Starlink satellite beams are turned off over India.” SpaceX declined to comment on the report.
While Starlink awaits regulatory approval in India, its unregulated use in Manipur raises concerns. The state, embroiled in ethnic conflict since 2023, continues to grapple with issues of connectivity, security, and governance.
