The Bishnupur District branch of the Federation of Haomee (FOH) has formally appealed to the Governor of Manipur, the Chief Minister of Manipur, and the Imphal Police to initiate legal proceedings against Mizoram Chief Minister Lalduhoma. The organization cited remarks allegedly made by Lalduhoma during speeches on September 2 and 4 in Maryland and Indianapolis, USA, where he is reported to have made statements challenging India’s national integrity and potentially impacting the territorial integrity of Manipur.
FOH contends that Lalduhoma’s statements constitute a violation of the oath taken under the Third Schedule of the Indian Constitution and may warrant investigation under specific sections of the Bharatya Nyaya Sanhita (BNS). The organization issued this demand in a formal communication (RR 889 dated 9/11/24), emphasizing that Lalduhoma’s actions could be examined under several sections of the BNS, including Section 147, which pertains to waging or abetting war against the Government of India; Section 148, which involves conspiracy to commit offenses punishable by Section 147; and Section 45, regarding abetment of an act. Further applicable sections are Section 46, which defines the abettor, Section 47, which covers abetment in India of offenses committed outside India, and Section 48, dealing with abetment outside India for offenses occurring within India.
Additional relevant sections include Section 152, which addresses acts endangering India’s sovereignty, unity, and integrity, and Section 153, concerning waging war against any foreign state at peace with India. Section 154, which covers committing depredations on territories of a foreign state at peace with India, and Section 192, pertaining to wantonly giving provocation with intent to incite riots, are also cited. FOH notes Section 196, which covers promoting enmity between groups based on religion, race, place of birth, language, and other categories, and Section 197, which addresses assertions prejudicial to national integration.
FOH stated that it perceives Lalduhoma’s remarks as an affront to India’s unity and warned that such provocations could undermine communal harmony and peace. The organization demanded stringent legal scrutiny and action to uphold national integrity, asserting that failure to act could set a troubling precedent for such divisive rhetoric.
