Imphal, July 17: Failure to classify the cut off marks for Unreserved, OBC and Scheduled Cast (SC) categories in the addendum of the Manipur Public Service Combined Competitive (Preliminary) Examination, 2016, has irked various section including the All Manipur Scheduled Caste Association prompting them to urge the authority to quash the examination once more.
In a Press conference held today at Manipur Press Club at Majorkhull, Imphal, Secretary of the All Manipur Scheduled Caste Association, Moirangthem Gyanen Singh said that the way at which the MPSC categories the General, OBC and SC community into one group and making the cut off mark as 171 for all the three placing them in the same categories has deprived the right the under privilege community like Scheduled Caste and Other Backward Classes. Besides, this is prejudice against the Supreme Court Judgement and orders vide reference Writ Petition (Civil) No. 677 of 2013, SAMTA AANDOLAN SAMITI & ANR Vs. Union of India & order, Gyanen added.
The order was announced by Justice K.S Radhakrishna and A.K Sikri on December 11, 2013.
All Manipur Scheduled Caste Student Union Manipur had also strongly expressed dissatisfaction to the categorization of the general, OBC and SC into one by putting the cut of mark same.
Gyanen Further said that when SC candidate or OBC candidate obtained the mark as that of the mark obtained by a general candidate then he or she should be treated as general.
“There is no requirement for grouping the three, however, those economically and socially backward people which were categorized into Scheduled Caste, Scheduled Tribe or OBC should be given chances by putting the cut off mark less than the cut-off marks fix for the general class”, Gyanen Added.
He further added that if the MPCS authority fails to re conduct the examination by following the proper procedure provided under the constitution of India then the Association and the Student Union will have no choice but to launch series of democratic agitation.
Mention may be made that, the examination conducted by the MPSC has been compelled to re-conduct freshly after various errors has been found and pin-pointed by a group of intellectuals and students.
Blaming the MPSC over its failure to conduct the examination by following proper procedure the Scheduled Caste bodies of the state has demanded to hand over the responsibility for conduct of the examination to UPSC.
