YFPHR expresses concern over imposition of Section 43A of UAPA

The Youth’s Forum for Protection of Human Rights (YFPHR) has expressed concern over a notification issued by the Joint Secretary (Home), Government of Manipur, on April 22, 2026, regarding the imposition of Section 43A of the Unlawful Activities (Prevention) Act, 1967, which grants powers of arrest and search with immediate effect.
In a statement, Secretary of YFPHR, T Shadishkanta, stated that the development comes at a time when the state is grappling with recent incidents that led to the deaths of two minor children, including a toddler, in the early hours of April 7, 2026, as well as three unarmed civilians who were protesting against alleged actions of CRPF personnel stationed in buffer zones.
He stated that since the incidents, there have been widespread demands for the arrest of those involved in the killing of the children and appropriate action against the CRPF personnel in connection with the deaths of the three civilians and injuries to others. However, he noted that no significant action has been taken so far, adding that the case has been handed over to the National Investigation Agency for investigation.
The statement further noted that protests have been taking place across the state, with people demanding justice, fair trial, and accountability. It added that the imposition of Section 43A of the UAPA may create an atmosphere of fear among civilians and could be perceived as targeting individuals engaged in peaceful protests.
YFPHR also stated that the government has a responsibility to ensure the safety and rights of its citizens, while citizens have the right to demand justice and protection of their rights.
The organisation called for withdrawal of the notification, de-escalation of militarisation, and immediate action against those responsible for the killings. It further urged that those involved in acts leading to the deaths of civilians, including women and children, be identified and held accountable without delay.
