YFPHR condemns DC Imphal West for not allowing the general public to participate in public hearing over Ring Road

Imphal, Aug. 10:

Youth’s Forum for Protection of Human Rights (YFPHR) expressed strong condemnation to the Deputy Commissioner Imphal West for not allowing the general public and the concern organizations working for the welfare of the community to participate in the Public Hearing to discuss and provide public opinion on the constriction of Ring Road (Langjing to Ghari via Lamjaotongba and spur to FCI Godown) on the 10th of August, 2021.
A statement of the forum said that on the 10th of August, 2021 at 11 am, the general public and representatives of various organization visited the office of the Deputy Commissioner, Imphal West to participate in the public hearing to provide opinion over the proposed construction of Ring Road (Langjing to Ghari via Lamjaotongba and spur to FCI Godown). However, none were not allowed to participate in the said public meeting which is a sign of some hidden agenda being discussed during the public meeting and we fear that the motive of the public hearing is jeopardize for some vested interested people.
The Forum along with 7 other organization have written to the Deputy Commissioner on the 24th of July, 2021 to postpone the said meeting due to increasing cases of Covid-19, however, the Deputy Commissioner, I/E issued a public order dated 6th of August, 2021 calling for public opinion in the public hearing scheduled on 10th and 11th at 11:00 am and 1:00 pm.
“As the general public were not allowed and restricted to participate in the said meeting by the Deputy Commissioner, Imphal West. We have submitted a written complaint to the Hon’ble Chief Minister and the Governor of Manipur to direct the Deputy Commissioner, Imphal West to Stop the construction of Ring Road if the DC I/W failed to conduct and furnish the report of the Environment Impact Assessment, Livelihood Impact Assessment, Human Rights Impact Assessment and to furnish the Detailed Project Report (DPR)”, the forum said and appealed the Chief Minister and The Governor of Manipur to take strict action against the Deputy Commissioner for not respecting the public opinion being a public servant.
