Ugly truth of ‘Go to Village 2.0’: It is a showcase of govt. dept. We get no benefit except vaccination – Villager

The main motive of launching the ‘Go to Village 2.0’ is to deliver good governance to the people at the doorstep. This was what Chief Minister N. Biren Singh told media persons yesterday while announcing for the launching of the 2nd part of the Go to Village, which kicks start today at Moijing in Thoubal district. When this reporter visited the spot, where the function of the “Go to Village 2.0” was being held at Moijing, the dais was seen packed with Ministers who are in charge of various departments as well as the Chief Secretary, Additional Chief Secretary and the district administrative authority. State BJP president, A Sharda Devi also attended the function but she shares her seat with the audience. Maybe because it was a government programme.
The programme is organized for the whole of the Thoubal district and so the ground at Moijing where the ‘Go to Hill’ was organized was seen packed with thousands of people. Almost all government departments were seen opened at makeshift stalls to provide service to the villagers with an aim to assure all government beneficiaries.
When this reporter, visited govt. department stalls one after another it was more like stalls being displayed during any conventional Mela.
At the stall opened by the Thoubal Municipal Council (TMC), this reporter witness the stalls packed with luxurious handloom product traditional clothes. When this reporter asked why those clothes are being put there, an official said that those are products of the SWG and are being displayed for the visitors. When asked about the kind of facilities, he straight away said that services related to the Thoubal Municipal Council are delivered from the office and those interested should visit the office. The stall open is also confined to giving some advice only to those who come to get either Birth certificate or Death Certificate. The official there at the stall said that as the area is rural area they have to come to the office for getting either birth or death certificates. Interestingly the ‘Go to Village’ programme was launched at the ground for the whole of the Thoubal district, which means that many from urban areas, too have come to attend the programme to get the benefit.
The health department stall was somehow delivering service immunizations as well as vaccinating Covishield. Many bank stalls were also seen open. Among them are the Punjab National Bank, Punjab and Sind Bank, State bank of India etc. Those stalls are seen packed with people to open accounts. Some are seen busy filling the form. When this reporter asked an official if those people opening the account can get their account no. or passbook, the answer was “they have to come to the bank for verification”.
At the stall of the Horticulture and Soil Conservative, the officials were seen displaying cocoons and some organic fertilizers items. When asked what kind of facilities are they going to provide the farmers visiting there, the official sitting there simply said that they can’t do anything other than giving awareness on the plantation of horticulture crops.
At the stall open by the labour department, many are seen at the counter trying to fill forms for getting labour cards. When asked if those who applied are going to get the labour card, the official said that those applied by filling the form will be verified at the office and later issued the card which might take days.
Almost all stalls are no different. If this is the so-called “Go to Village 2.0” mission then it is better organized a government Mela instead of spending a huge amount of money for the visit of the VVIPS, a villager who refuses to reveal his identity due to fear of arrest told this reporter.
The villager said that there is nothing to be benefitted from this “Go to Village 2.0” as we have to visit the office for our needs. It is more like unnecessary spending of public money. He however said that as for the BJP it is a good opportunity as it is no different from an election campaign.
Pointing at a small “Luukmai” makeshift shop, the villager said that the small shop benefitted a lot. As the sell is triple with so many people visiting the area.
