State Government planning emergency Assembly Session before September 2

The Government of Manipur is planning for an emergency session of the Manipur Legislative before September 2, after the Governor of Manipur did not give any response to the recommendation for summoning of the assembly session on August 1.
A source from the government said that as the session has to be called within 6 months from the last assembly session, the state government is planning for an emergency session of the State Legislative Assembly before September 2. Last state assembly was adjourned sine die on March 1st week and later prologue in June.
For the summoning of a normal assembly session, a notification has to be issued 15 days before the beginning of it. Fifteen days have already crossed for the convening of the normal session and so, to avoid any constitutional crisis the state has to summon an emergency assembly session, a source said. It is a constitutional obligation that the next session must be held before September 2.
Earlier this month the state cabinet has recommended to the Governor of Manipur for summoning the 4th session of the 12th Manipur Legislative Assembly on the 21st August 2023.
A source said that the Speaker of the Manipur Legislative Assembly had processed for summoning of the emergency session. Chief Minister N. Biren Singh had also stated that the session of the State Assembly will be convened before September 2.
Mentioned may be made that ten Kuki MLAs of the State Legislative Assembly belonging to the Kuki tribe had stated that they will not be able to attend the assembly session as they felt that attending the session is not secure for them.
A day ago, Congress leader Okram Ibobi Singh stated that the demand for the state legislative assembly session has fallen on deaf ears and the chances of the much-awaited assembly sitting seem slim at this point.
