Sit-in-protest demanding effective guidelines for ILPS staged

Members of various civil society bodies of the state today staged a sit-in-protest at Keishampat Leimajam Leikai, demanding effective guidelines for the implementation of the Inner Line permit System which was introduced in the state since January 1 of 2020. The protest was staged under the aegis of the Joint Committee on Inner Line Permit System (JCILPS).
The Union government has introduced Inner Line permit System in the state of Manipur from January 1, 2020 under the Eastern Bengal frontier regulation as the people of the state has been demanding it for a long time for protection of the indigenous people of the state. However, the JCILPS expressed dissatisfaction to the guideline prepared by the state government for implementation of the regulation as certain points that has been demanding were not included and well defined in the guideline. The JCILPS then continue to demand for inclusion of base year of the people who can be defined as Manipuri as 1951, beside demanding a perfect definition of the Indigenous people in the guidelines which was not included. The JCILPS also demands to make clear definition of the permanent residents.
Earlier, a police team of the Imphal West district tried to foil the protest on the ground that the prohibition imposed by the district administration under CrPC 144 is still force and any form of gathering for protest is not allowed. The convenor of JCILPS and the leaders of CSOs had heated argument with the police team over the matter. Later, the police team along with the some of the leaders of the JCILPS led by its convenor BK Moirangcha together went and met the Deputy Commissioner and took permission for staging protest.
When the JCILPS team and some of the police officers were on their way to meet the DC, the police team tried to disperse the gathering at the protest site and disperse them. Later, after taking permission the sit-in-protest continue by putting the banner at the site.
Vice president of Poirei Leimarol Ima Memcha, while speaking to media said that they were left with no choice to stage democratic protest as the state government remains blind to the demand of the people in connection with the guidelines of the ILP that is being enforced in the state.
She also said that the assurance given by the government for establishing of population commission has also been not set up.
