Serious crisis likely over appointment of 8 more members to HAC

Appointment of the 8 MLAs to the HAC in addition to the 20 members, by an order of the Manipur Legislative Assembly, is likely to create crisis both constitutionally and those waiting to act tough over the CM Biren Singh government.
Following criticisms and mass protest and perhaps pressure from various sections a meeting of the HAC chaired by its Chairman K. Leishiyo and attended by 10 other members of the committee held at 11 am today has termed the order of the Manipur Legislative Assembly Speaker as ‘unconstitutional.
The meeting unanimously resolved that ‘The recent order issued by the Manipur Legislative Assembly Secretariat on the 1st September 2021 appointing additional members from unscheduled areas other than what is specified in the First Schedule of the Presidential order of 1972 is unconstitutional and thus must be rescinded immediately as demanded by constitutional mandate and in the ends of justice.
The meeting also resolved to submit a memorandum to the authorities concerned at the earliest to highlight and address issues concerning The Hill Areas Committee (HAC) for redresser.
Those members of the HAC present in today’s meeting are – Awangbow Newmai, V. Hangkhanlian, D. Korungthang, D.D Thaisii, T, N. Haokip, Gaikhangam, N. Kayisil, Nemcha Kipgen, Khashim Vashum, Yamthang Haokip, Alfred Kanngam Arthur.
