The Manipur Human Rights Commission (MHRC) has issued a notice to concerned police officials regarding 30 murder cases that have been pending investigation for decades in Thoubal district. According to MHRC sources, Justice Utpalendu Bikash Saha (retd), the Chairperson of the Commission, recently conducted a surprise visit to Thoubal Police Station and Thoubal Women Police Station, discovering at least 30 murder cases that have been unresolved for periods ranging from 10 to 30 years.
Justice Saha, a former judge of the Gauhati, Tripura, and Manipur High Courts, highlighted the detrimental impact of delayed investigations on both the families of the victims and the accused individuals in his notice to the Deputy Inspector General of Police (Range-II), Superintendent of Police, Thoubal, and Officer-in-Charge of Thoubal police station. The notice emphasized that the delay in investigations constitutes a denial of justice, which every citizen is entitled to receive from the political government and its administrative authorities, including the police administration.
Furthermore, the MHRC stated that it is unclear why investigations into cases dating back to 1993 are still pending and who is responsible for the delays. Copies of the MHRC order will be forwarded to the Home Commissioner and Director General of Police for necessary action.
The MHRC expressed hope that the Director General of Police, Manipur, will direct concerned authorities not only in Thoubal district but also in other districts to expedite the investigation of murder cases and cases under the Protection of Children from Sexual Offences (POCSO) Act within a reasonable timeframe. This, the MHRC believes, will ensure that both the families of the victims and the accused individuals receive the justice they deserve in accordance with the law.
The matter is scheduled for a hearing in the MHRC on May 7.
