MCPCR urges Government to notify State Policy for Children by November 14

The Manipur Commission for Protection of Child Rights (MCPCR) has urged the State Government to complete the requisite legal and administrative formalities and notify the Manipur State Policy for Children, 2026, by November 14, coinciding with National Children’s Day.

In an official statement, MCPCR Chairperson Keisam Pradipkumar said the Commission had called upon the Government to expedite the process, including obtaining Cabinet approval, to ensure that the proposed policy is formally notified within the stipulated timeframe.

The Commission noted that the draft policy was first placed in the public domain for suggestions in 2020 through Notification No. AB-301(4)2/2020-SW-SW, dated November 12, 2020. A revised draft was subsequently issued through another notification bearing the same number on June 26, 2026, inviting further public comments.

Keisam Pradipkumar, who served as Convener of the Drafting Committee in 2017, said the policy represented a longstanding institutional commitment towards the protection, welfare and development of children in Manipur.

The Commission has underscored the urgency of adopting a comprehensive State policy, particularly in view of the continuing hardship faced by nearly 30,000 internally displaced children from the Naga, Kuki and Meitei communities affected by the prolonged ethnic conflict.

The MCPCR has called for completion of the remaining formalities and Cabinet approval so that the policy can be notified by November 14.

The Commission observed that further delay would postpone an important policy commitment to children and stressed the need to ensure their rights to safety, dignity and a secure future.
