The Manipur Commission for Protection of Child Rights has taken cognizance of a reported incident involving the physical assault of a minor in Heirok area of Thoubal district, arising out of a dispute between two families belonging to the same clan.
According to the Chairperson of the Commission, Keisam Pradipkumar, the Manipur Commission for Protection of Child Rights, exercising its powers under Section 13 of the Commission for Protection of Child Rights Act, 2005, conducted a joint field inquiry on January 5, 2026. The inquiry revealed that the eleven-year-old child was arbitrarily targeted in the incident, resulting in physical injuries and severe psychological trauma. The child was found to be in a state of acute distress, requiring immediate medical attention and psycho-social support.
Treating the matter as a serious violation of child rights, the Commission has directed the district administration and the Superintendent of Police, Thoubal, along with the District Child Protection Unit and the Child Welfare Committee, Thoubal, to ensure the child’s immediate safety, protection, care and rehabilitation.
The Commission has further instructed the concerned police station and the Special Juvenile Police Unit to register a case or FIR without delay under the Juvenile Justice (Care and Protection of Children) Act, 2015, and other relevant laws, strictly following child-friendly procedures.
Reiterating its stand, the Commission cautioned all police stations in the state that cases involving violence, abuse or assault against minors must be registered promptly in accordance with the nature and gravity of the offence, and asserted that violence against children will not be tolerated under any circumstances.
