The Manipur Information Commission has issued a show cause notice to Houreilung Gonmei, the State Public Information Officer (SPIO) of Manipur Tribal Development Corporation Limited (MTDC). The notice seeks an explanation as to why penal provisions under Section 20(1) of the RTI Act should not be initiated against him and why compensation should not be awarded to the appellant under Section 19(8)(b) for failing to provide complete information in response to an RTI appeal filed by Khumanthem Dhanachandra Singh.
During the hearing held on March 21, 2025, the appellant pointed out that 248 days had passed since the first hearing. He urged the Commission to impose penalties on the Public Authority and direct them to compensate him with ¹ 3 lakh for allegedly providing misleading information, submitting incorrect documents, and causing him mental distress and unnecessary harassment.
After reviewing submissions from both sides, the Commission observed that the Public Authority (MTDC) had repeatedly failed to furnish complete information despite being given ample time across multiple hearings.
Consequently, the Commission has issued a show cause notice to the SPIO/GM, MTDC, questioning why penal action should not be taken against him and why compensation should not be awarded to the appellant.
The next hearing is scheduled for April 15, 2025, at 11:45 AM.
