Union MHRD cunning game fails to fool Manipur University Community except in-charge registrar; The impasse is likely to resume in an intensified way if fooling games continues

The notification by the in-charge registrar of Manipur University regarding the intimation of the MHRD on the leave of Prof. AP Pandey, at which it was notified that those agreed in the MOU signed on Aug 16 has been approved is not what the Manipur University Community has been expecting.

“Verbally we have been given many assurance and we will only accept it after an order in the regard has been issued, after all in what basis we can trust the office memorandum by the Registrar in charge of the Manipur University when no official sanction from the MHRD is made officially”, a representative of MUTA while talking to this journalist said.

A press communiqué from the Manipur University community had stated that on the initiative of the Governor of Manipur, the Chief Minister of Manipur chaired an intensive parley for three days – 14, 15, 16 August between the Government of India and Government of Manipur on one side and the representatives of the University Community on the other. Since every clause and every word contained in the Memorandum of Agreement (MOA) had been subjected to intense debate for three days and consequent revisions affected, the ultimate cordial signing of the Agreement did arouse positive feelings.

“But the Order issued by the MHRD on 17th August 2018 betrayed the core contents and most extensively debated issues relating to the order of the MHRD” , the press communiqué stated.

The first issue is the absence of the term ‘Independent’ from the Enquiry Committee in contravention of the Agreement reached. Second, the linking of enquiry with the leave to be granted to Prof AP Pandey was the most contentious issue during the three-day parley. The final agreement as entered in the Agreement is “during the period of inquiry and until follow up action on the inquiry report by the competent  authority preferably within a period of 15 days Prof AP Pandey will be on leave.” However in absolute violation of the Agreement, the issue of leave for Prof AP Pandey during the enquiry has been completely left out of the order of enquiry.

The University Community also stated that the blatant violations of the terms of the MOA amount to insulting our Head of the State, the Governor of Manipur and the Head of the people of Manipur, the Honourable Chief Minister and thus the entire population of Manipur. The University Community takes these humiliations as unpardonable.

The MU community demanded to correct the lapses of the order of 17 August 2018 on or before 21 August 2018; and said the University Community may be compelled to withdraw the signatures put in the MOA of 16 August 2018 if fails to correct the lapses of the order by 21 August 2018, which means they will resumed the agitation.

Meanwhile, inc-charge VC of the Manipur University Prof. Vishwanath had yesterday talk with the Manipur University Community including the MUTA, MUSA and MUSA and assured them to write over this matter to the MHRD showing solidarity to them.
