Tribal Affairs and Hills Department Joint Secretary Ngangom Uttam Singh has said that true development cannot be achieved merely through the construction of roads, bridges and physical infrastructure, but through the development of human resources, which forms the foundation of a progressive and prosperous society.
He was speaking as a chief guest at a felicitation programme held at Pourabi Community Hall today to honour students of Gem Public School, Pourabi, Imphal East, who successfully passed the HSLC Examination 2026. The event also included awareness programmes on CMHT, PMJAY, Raj Health Card and ABHA Card schemes. It was jointly organised by Modhu & Sanahanbi Memorial Trust, Pourabi, Gem Public School and the Class X students of the school.
Addressing the gathering, Ngangom Uttam Singh stated that wealth alone cannot guarantee a meaningful life if it is not utilised wisely. He urged students to cultivate the habit of reading not only textbooks but also literature and other knowledge resources to broaden their understanding of the world.
He further stressed the importance of value-based upbringing, saying that parents should guide children to think about their responsibilities towards society and the community. A happy and developed society can be built only when individuals possess the ability to think constructively and contribute positively, he added.
Among the dignitaries present were Dr. Sarangthem Ibomcha, IPS, Commandant of 8th IRB and SP of the Special Commando Unit; Health Services Director Dr. N. Hemantakumar; Lt. Col. Rathikeshkumar, Second-in-Command of 31 Assam Rifles; SBI Manager Mutum Suraj; Bank of India, Lamlong Branch Manager Khaidem Deepak; artistes Divya Haobam and Kenedy Khuman; Raj Medicity Executive Director Dr. Vijaraj Haobam; and W. Ibohanbi, Founder of Gem Public School and Chairman of Modhu & Sanahanbi Memorial Trust.
During the function, 22 students who secured more than 71 per cent marks and passed the HSLC Examination with distinction were felicitated with citations and trophies. Teachers of the school whose students secured full marks in various subjects were also honoured with cash incentives in recognition of their contribution.
As part of the programme, students presented cultural performances, including traditional dances and songs, adding colour to the occasion.
