The ongoing 11 session of the 10th Manipur Legislative Assembly today passed six demands for grants of nearly rupees 1,193 crores.
The demand for grant passed today are Rs. 48,05,16,000/- for the state legislature, Rs. 6,71,66,000/- for the council of Ministers, Rs. 75,62,99,000/- for secretariat, Rs. 1016,23,65,000/- for finance, Rs, 29,66,44,000/- for Arts and Culture and Rs. 16,08,25,000/- for Economics and statistics.
MLA L Ibomcha and MLA K Shyam moved policy cut motion while passing the demand for grants for the council of Ministers on account of lack of supervision and control of Bureaucrats besides failure to streamline their functioning and also for lack of co-operation from the Ministers.
While passing the demand for grant for secretariat MLA L. Ibomcha moved policy cut motion on account of failure to control and supervise slow movement of files in Manipur Secretariats, non-introduction of system of self-attestation of documents for use in the official purpose, like school admission, recruitment etc. and failure to supply standard food fit for human consumption in the 2 canteens of Manipur Bhavan New Delhi. Moving the policy cut motion MLA Ibomcha said that most of the files in the secretariat remain pending for unnecessary reasons. He said the government need to frame a time limitation for holding of the files.
While passing the demand for grant for Finance MLA L. Ibomcha and MLA Dr.Ibohalbi moved policy cut motion on account of failure to introduce effective economy measures. MLA Ibomcha said that the state finance department has failed to allocate adequate fund for urban water supply and has failed to adopt policy on resource mobilisation. MLA Dr.Ibohalbi in his policy cut motion said that the government has failed to strengthen the State Finance Commission by not appointing officers which are expert in the field. He also said that the state finance dept. has failed to collect sufficient revenue from the Border Trade at Moreh (Indo-Myanmar Border Trade)
While passing the demand for grants for Art and Culture department MLA K Shyam moved a policy cut motion on the government inability to implement the Manipur Public Library Act 1998. MLA Dr. I Ibohalbi also move a policy cut motion on the failure to adopt a cultural policy.
On the passing of the demand for grant of the Economics and Statistic MLA I Ibohalbi moved policy cut motion on account of failure to restore the publication of Pre Budget Economic Review Report and failure to prepare District Hand Book.
Clarifying the policy cut motions moved by the opposition MLAs the CM appreciated them for the suggestion to improve the condition of the government. He however said that the state government is facing financial problem and it has to be managed properly He further added Govt. is all set to introduce a cultural policy and the propose Cultural University will begin from this current session. .
