The Government of Manipur has partially lifted the suspension of internet services in select districts by allowing broadband services, subject to stringent conditions. However there is no mention of lifting data internet service. The decision comes as the government reviewed the impact of the internet ban, which had severely affected daily operations for institutions such as offices, educational facilities, and health services. The internet suspension, enforced in Imphal West, Imphal East, Bishnupur, Thoubal, and Kakching districts, was initially set for five days, from 3:00 PM on September 10 to 3:00 PM on September 15, 2024.
The conditional restoration applies specifically to broadband services via Internet Leased Lines (ILL) and Fiber-to-the-Home (FTTH) networks. However, mobile data internet remains suspended due to concerns over the spread of disinformation, particularly on social media platforms like WhatsApp, Facebook, and Instagram, which could potentially incite violence or lead to the mobilization of agitators.
The Home Department issued a set of conditions for broadband usage, stating that internet connections must be made through static IP addresses. Subscribers are prohibited from using Wi-Fi hotspots or allowing any unauthorized connections. Additional measures include mandatory Media Access Control (MAC) address binding, the blocking of VPNs and social media sites, and daily changes to login credentials to ensure security. Physical monitoring of compliance will be enforced, and subscribers must submit an undertaking agreeing to these terms.
Violators of the broadband usage conditions will face legal action, the government warned. The order, issued under the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017, aims to balance the need for internet access with public safety concerns.
