The Democratic Students’ Alliance of Manipur (DESAM) has appreciated the recent passing of The Manipur Prevention of Malpractices in High School Leaving Certificate (HSLC) and Higher Secondary Education (HSE) Bill 2024 in the ongoing State Assembly and has urged the Governor to give assent to the said Bill, so that it may be converted to an Act.
The DESAM has been demanding to the Government, Chief Minister, Education Minister, and concerned Department to create a Penal law to prevent malpractices in HSLC and HSE exams. The Cabinet Meeting of the State Government on December 4, 2023 decided to create a penal law and subsequent to this, on March 4, 2024 in the fourth day of the 5th session of the 12th Manipur Legislative Assembly, The Manipur Prevention of Malpractices in HSLC and HSE Bill 2024 was passed and for this, the student body has expressed its gratitude to all the members of the House, especially Education Minister, Thounaojam Basantakumar.
A Press release by the DESAM said, “The DESAM has approached the Manipur Human Rights Commission (MHRC) as petitioner on 2020, to create a Penal law in this regard and the MHRC took this up as a case(Case no. 102 of 2020). The then Acting Chairman, Advocate Khaidem Mani on March 11, 2021 sent a recommendation to create a Penal law prohibiting unfair practices during X and XII examinations. The DESAM has been urging the Education Minister, Director and concerned officials to put in motion the March 11, 2021 order of the MHRC. “
The Manipur Prevention of Malpractices in High School Leaving Certificate (HSLC) and Higher Secondary Education (HSE) Bill 2024 is a legislative measure aimed at curbing malpractices in the examination processes for high school and higher secondary education in the state of Manipur. This bill likely encompasses a range of provisions aimed at ensuring the integrity and fairness of examinations, including measures to prevent cheating, fraud, and other forms of misconduct during HSLC and HSE examinations.
Key components of the bill include stricter enforcement of examination rules and regulations, enhanced monitoring and surveillance during examination periods, penalties for individuals found guilty of malpractice, and measures to promote transparency and accountability in the examination process. Additionally, the bill may outline procedures for investigating and addressing allegations of malpractice, as well as mechanisms for reporting and addressing concerns related to examination integrity.
The DESAM has commended the College Phagathansi Mission to improve collegiate education of the state government. It further appeals the state government to let students from Pre-School to Class V to study in their mother language as per NEP 2020.
