Yesterday’s killing of a student by security forces during a peaceful rally was condemned by various social and political groups.
Alleging the state government of resorting to police force to control the mob and working against the will of the people, 5 (five) left political parties of Manipur today condemned the incident of killing a student in a joint conference held at the  Executive Committee Room CPI, Manipur State Council.
It is the duty of the government to amend the Bill- (Manipur Regulation of Visitors, Tenants and Migrant Workers Bill-2015) in accordance with the will of the people. However the dictatorial nature of the Congress government at the State will only invite escalation of the issue, said Dr Moirangthem Nara, Secretary of CPI, Manipur State Council.
Former Minister and CPI leader Ningthoujam Mangi Singh demanded to convene cabinet meeting and discuss the ILP issue along with civil society organizations.
He also highlighted the failure of Home Minister to provide mob management training to security personnel in the state that led to killing of a student namely Sapam Robinhood Singh, S/o Romesh of Keishamthong Thangjam Leirak.
While, Sarat Salam, Secretary of Manipur State CPI- M alleged the government of resorting to police force and killing innocent student.
Bhartiya Janata Party (BJP) Manipur Pradesh, in a statement condemned, “We strongly condemn the killing of an innocent student of Ananda Singh Higher Secondary school during the mass protest for the demand for ILP in Manipur by the Manipur state security forces.”
It also demanded immediate termination of the “responsible security personnel” from the service and initiate a proper judicial inquiry for the incident which cost a person’s life.
“The present state government is no more reliable to rule the state .So it should resign on moral ground in the interests of the people of the state.”
The Centre for Organisation Research and Education expresses utter scorn for the extreme abuse of power and failure of the Home Department of Manipur to stem the disgraceful slide in the public affairs of Manipur.
While stating the incident was avoidable and preventable, CORE said, “The victims was reportedly shot with a tear gas shell on his left check at close range and was rushed to Public Hospital Hatta and was later referred to Raj Medicity, North AOC where he succumbed to the injuries inflicted by the Manipur Police.”
The Manipur Police have been trained in the use of tear gas projectiles and mob control, as stated by official information from the Manipur Police Training College (MPTC) at Pangei. But this report seems to say the very opposite. A peaceful rally is not a mob. Use of fire power by the police is under the domain of the district administration. Who gave the order to fire tear gas projectiles at the students? Excessive and disproportionate use of power is, unfortunately, the character of the Manipur Police.
It is paradoxical that the government of India entered into an international human rights treaty on civil and political rights and entered into an obligation to uphold, promote and protect these rights, but it is left to the civil society, children, students and human rights defenders to perform these obligations!
CORE demand an immediate lifting curfew imposed in Imphal and the immediate establishment of an independent and fair judicial inquiry into the incident in order to fix responsibility and liability in accordance to the law.
