The indefinite blockade along the Churachandpur–Kangpokpi road imposed by the Foothills Naga Co-ordination Committee (FNCC) and the Joint Tribe Council (JTC) has been lifted after 18 days, following the signing of a memorandum of understanding with the Government of Manipur.
According to official information, a detailed discussion was held on February 20 at Imphal between representatives of the State Government and leaders of the FNCC and JTC. The government side was represented by Dr. Mayengbam Veto Singh, Joint Secretary (Home), Government of Manipur.
During the meeting, both sides reached a mutual understanding on several key issues raised by the agitators. It was agreed that no unauthorised road construction would be permitted in Naga-inhabited areas and that necessary legal action would be initiated after due verification of any such illegal construction or unauthorised naming of roads.
The parties also agreed that designated camps of Suspension of Operations (SoO) groups would not be established, relocated, or allowed to function within or in close proximity to Naga-inhabited areas. Further, it was decided that no militant groups, whether under SoO or otherwise, would be permitted to roam or operate in these areas.
In addition, the roads from Konsakhul to Koutruk, Waphong to Kangchup, and all inter-village roads (IVR) in the foothills region will be reopened immediately to ensure free, safe and unhindered movement of residents.
The understanding also included a provision that poppy cultivation would not be permitted in Naga-inhabited areas and that destruction of such cultivation would begin with immediate effect.
Based on the agreement, the FNCC and JTC agreed to suspend the blockade and agitation temporarily.
