Financial year ended yesterday. And we wonder how the sum of rupees 132 crore approximately was spent by the authority of the Regional Institute of Science (RIMS). The term of the Dr. Arunkumar as director in-charge of the RIMS after, Professor Shekharjit has been relieved of his duty, ended on February 25 this year. This means that Arunkumar is no more the Director-in-charge of the Institute and with no extension order from the Union Ministry of Health and Family Welfare Minister he is no more the competent authority to make any signature of any financial transaction. The situation happening at RIMS is disheartening for all of us in the state as well as those studying in the Institute. Till now, nothing has been seen taking up in regards of constructing the college infrastructure has been seen for the dream project “Dental College” and “Nursing College” of RIMS. And by the end of April and beginning of May it is for sure that a team of the Dental Council of India will surely visit the RIMS and will asked about the progress being made for approval of the college. A DPR has been already submitted and architectural works has also been almost completed for the construction of the Dental College building and simultaneously a portion of money which has been earmark for staring construction work of the Dental College has been sanction to the said amount sanction for the RIMS in addition with the salaries of the total staffs.
The deputy director of RIMS (Administration) has been appointed to look after all the administrative purposes as well as developmental works taken up inside the Institute directly by the Union Ministry. Surprisingly, we have reported that this director who is meant to deliver services for the welfare of the Institution was found to have been personally involved in doing contract works and appointment of RIMS staffs.
This is the juncture that, we sometime felt that the Deputy director was appointed by the Union Home Ministry not for the development of the Institution but for uprooting the Institute to other North Eastern State. We know that there are powerful BJP men in other state of the North Eastern state such as Assam, Arunachal Pradesh etc. who are holding portfolio in the NDA government led by the BJP. There is reason to believe that some influences persons like the one mention influence the Union Health and Family Welfare Department to crumble the Institute so that it can be shifted to other states in the North Eastern state of India.
With no action being initiated from the Union Ministry led by the BJP, it is now logical to believe that the BJP government is not in favour of developing RIMS. State government need to consider this matter seriously and acted on time. The Institute cannot sideline the state government on the ground that it is run by the Union government. It should be remember that Chief Minister of Manipur is the Vice president of the governing body and he has every right to intervene the unwanted development at RIMS. People of the state will be with you Mr. Chief Minister of you timely intervene and save RIMS from being shifted to other state of the North East India. Loosing RIMS is will be one of the great lost for the state of Manipur.
