The 10 MLAs demanding Separate Administration have no rights to be members of the State Assembly – O. Joy

The ten MLAs who have written to the Union Home Minister demanding a separate administration for them have no rights to be member of the Manipur Legislative Assembly, O. Joy said during a press conference held today at Manipur Press Club.

The veteran politician who had represented 6 times as member of the Manipur Legislative Assembly from Langthabal Assembly constituency said that such behavior of the 10 MLAs is undesirable, undignified and unbecoming. He had filed a complaint against the 10 MLAs to the Speaker of the Manipur Legislative Assembly today under Rule 300 of the Rules of procedure and Conduct of Business in Manipur Legislative Assembly.

In his complaint letter, Okram Joy said that, 10 (ten) Members of the Manipur Legislative Assembly viz. Haokholet Kipgen, MLA, 51-Saitu A/C, Ngursanglur Senate, MLA, 55-Tipaimukh A/C, Kimneo Haokip Hangshing, MLA, 46-Saikul A/C, Letpao Haokip, MLA, 42-Tengnoupal A/C, L.M. Khaute, MLA, 58-Churachandpur A/C, Letzamang Haokip, MLA, 57-Henglep A/C, Chinglunthang, MLA, 60-Singhat A/C, Paolienlal Haokip, MLA, 59-Saikot A/C, Nemcha Kipgen, MLA, 50-Kangpokpi A/C and Vungzagin Valte, MLA, 56-Thanlon A/C made an unanimous Press Statement on May 12 urging the Union Government of India for a Separate Administration and also submitted a memorandum to the Union Home Minister.

O. Joy said that it is well established parliamentary practice in the country and as also in all Commonwealth Parliamentary Countries in the world, the Members of Parliament and State Legislatures shall maintain a standard conduct inside the House and outside it, and their behavior should be such as to enhance the dignity of the House and its Members in general. The conduct of members should not be contrary to the usage or derogatory to the dignity of the House or in any way inconsistence with the standards which the House is entitled to expect of its members.

O Joy said that each House of Parliament, as also a House of the Legislature of a State has the power and authority to punish its own Members for the unethical conduct, misbehavior and being unbecoming conduct of Members of the House.

The conduct of the 10 (ten) MLAs demanding for separation from the State of Manipur has become contrary to the usage or derogatory to the dignity of the House or in any way consistent with the standards which the House of Manipur Legislative Assembly is entitled to expect of its members.
