Thawai Village bars Central forces, asserts self-protection rights amid rising security tensions

In a significant development reflecting growing tension in Manipur’s hill districts, the people of Thawai village under Kasom Block, Kamjong district have officially declared their opposition to the unrestricted entry of Central security forces into the village jurisdiction for operational activities.
The declaration follows a unanimous resolution adopted during an Emergency Assembly convened on April 2, where village leaders, elders, and residents collectively resolved to safeguard the village’s autonomy and security amid the ongoing ethnic unrest in the region.
According to the statement issued by the village authority and signed by the Headman of Thawai village, the community asserted that the village has maintained peace and stability despite the prolonged conflict affecting different communities across Manipur. The assembly emphasized that local residents have exercised restraint and upheld communal harmony even during periods of heightened tension.
Invoking provisions under the Manipur (Village Authorities in Hill Areas) Act, 1956, the village authority stated that it holds a legitimate right to protect its land, people, and traditional jurisdiction. The resolution alleged that Central security forces had acted unjustly toward the community while allegedly failing to address concerns regarding the presence of illegal armed Kuki immigrants in the surrounding areas.
The village authority claimed that multiple complaints highlighting security threats and alleged unlawful activities had been submitted to concerned authorities since 2023.
However, the community expressed deep dissatisfaction, stating that no effective response or corrective measures had been undertaken, leaving residents feeling vulnerable.
In view of what it termed continued official inaction, the assembly resolved that no external security force would be allowed to enter Thawai village until the prevailing situation is properly addressed and the safety concerns of villagers are adequately resolved.
The declaration further warned that any attempt to enter the village through the use of force, or any operation resulting in untoward incidents, would place full responsibility on the Government and its agencies.
