Thadou Inpi Manipur seeks recognition of ‘third category’ of displaced Thadou families living outside Manipur

The Thadou Inpi Manipur (TIM), the apex body representing the Thadou community, has submitted a follow-up memorandum to Union Home Minister Amit Shah, Manipur Governor Ajay Kumar Bhalla, Justice (Retd.) Gita Mittal, Chairperson of the Supreme Court-appointed Committee, and Chief Secretary Dr. Puneet Kumar Goel, IAS, urging recognition of a “Third Category” of internally displaced Thadou persons.
The memorandum, dated October 9, 2025, seeks official acknowledgment of unregistered and unassisted Thadou families who were displaced by the May 2023 ethnic violence and are currently residing outside Manipur and beyond government relief camps, including in cities such as Delhi, Guwahati, Shillong, and Bengaluru.
TIM stated that despite its earlier memorandum submitted on June 17, 2025 — which was covered by NDTV on June 19 — no official response or action has been taken. The organization highlighted that these displaced families remain excluded from State and Central relief and rehabilitation schemes, contrary to assumptions that those outside Manipur are financially secure. Many continue to face severe hardship, living in rented accommodations and struggling with unemployment, trauma, and poverty.
TIM urged the Government of Manipur, in coordination with the Union Ministry of Home Affairs, to recognize this Third Category of IDPs and initiate a verification mechanism to issue Displacement Certificates. It also requested inclusion of the verified families in all relief, rehabilitation, compensation, and resettlement schemes, while appealing to the Justice (Retd.) Gita Mittal Committee to conduct a special review to ensure documentation and recommendations for immediate relief.
Reiterating its neutral and peace-seeking stance, TIM stressed that no genuine victim of the 2023–24 Manipur violence should be left out due to bureaucratic oversight and called for humanitarian inclusion and justice for all affected Thadou families.
