Centre has asked to all the states that self-certification and third party certification needs to be introduced in Boiler in order to improve the ease of doing business.
Commerce and Industry Minister Nirmala Sitharaman has wrote a letter to Chief Ministers of the states stating that all the states should implement the self-certification scheme for inspection and certification of boilers and its components.
It is also mentioned in the letter that unnecessary harassment to industrial establishments has reduced with the introduction of “Self-Certification-cum-Consolidated Annual Return” scheme in Gujarat.
Similarly, Government of Madhya Pradesh has also eased inspection of boilers of less than 1000 square meter heating area.
Boiler is in the Concurrent List of the Constitution of India and that the administration of the Boilers Act, 1923(Act), which is a Central Act, is being carried out by the Inspectorate of Boilers of the States in their respective territories.
