State Assembly session from tomorrow; CM to table Budget estimate 2026–27 on the first day

The seventh session of the 12th Manipur Legislative Assembly, which was adjourned sine die on February 5, a day after the installation of the new popular government under Chief Minister Yumnam Khemchand Singh following the revocation of President’s Rule, will resume tomorrow, March 9, 2026.
According to Assembly sources, the session will continue till March 17 with a total of seven sittings, as there will be no sitting on Saturday and Sunday.
A month after the installation of the Yumnam Khemchand-led government, portfolios were allocated to the ministers, including the Chief Minister, on March 4. Deputy Chief Minister Nemcha Kipgen has been allotted the Rural Development and Panchayati Raj Department and the Tribal Affairs and Hills Department. Deputy Chief Minister Losii Dikho has been allotted the Public Health Engineering Department and the Forest, Environment and Climate Change Department.
Minister Konthoujam Govindas Singh has been allotted the Home Department and the Youth Affairs and Sports Department, while Minister Khuraijam Loken Singh has been allotted the Arts and Culture Department and the Tourism Department. Other departments not allotted to ministers remain with the Chief Minister.
As the Chief Minister is also holding the Finance portfolio, he will present the Budget Estimates for 2026–27 on the first day, as per the provisional calendar of sittings issued by the Manipur Legislative Assembly Secretariat.
Sources also said that Deputy Chief Minister Nemcha Kipgen, who is in charge of the Rural Development and Panchayati Raj Department and the Tribal Affairs and Hills Department, may attend the Assembly proceedings through virtual mode (video conferencing).
