State Assembly Session begins FM tabled Budget Estimate for 2017-18

Imphal, July 20: Deputy Chief Minister Yumnam Joykumar, who is also Finance Minister of the Manipur state government today present budget estimate of Rs. 12510.61 crore for the year 2017-18 with an estimated fiscal deficit of Rs. 851.41 crore A per the budget tabled today revenue receipts are estimates at Rs 11096.25 Crore and Capital receipts at Rs 1414.36 Crore. Total estimates of State’s own tax and non-tax receipts in the Budget Estimates are Rs 831.86 Crore and Rs 245.51 Crore respectively. Receipt from the State’s share in Central Taxes & Duties is estimated at Rs 4168.45 Crore. During this fiscal year, it is proposed to have a total expenditure of Rs 12420.65 Crore out of the total Consolidated Fund of the State. Out of this, Rs 9952.35 Crore is under Revenue account and Rs 2468.30 Crore under Capital account. Out of the total expenditure, an amount of Rs 961.31 Crore is Charged expenditure and the remaining amount of Rs 11459.34 Crore is Voted expenditure. Some of the key allocations for the fiscal year, 2017-18, under various sectors reflect our Government’s vision and thrust areas and I shall be highlighting some of the important allocations. Under PMGSY-Pradhan Mantri Gram Sadak Yojana, the Central share allocated is Rs 447.00 Crore and Rs 10.00 Crore as State Matching Share for maintenance of PMGSY roads. Under Public Works, Rs 10.00 Crore is allocated for Civil Secretariat and Rs 19.00 Crore for development of infrastructure of the newly created seven districts (Rs 5.00 Crore each for Kakcing, Kamjong, Noney and Rs 1.00 Crore each for Tengnoupal, Kangpokpi, Pherzawl, Jiribam) For Flood Control, Rs 7.50 Crore has been allocated for anti-erosion and flood control schemes under One Time Special Assistance of Central Plan Scheme and Rs 10.00 Crore to meet the committed liabilities for management and control of flash flood in 2017- 18. An amount of Rs 68.00 Crore is allocated as Central Share under Centrally Sponsored Scheme for Swachh Bharat Mission (Gramin) and Rs 28.00 Crore for National Rural Drinking Water Programme Budgetary allocation of Rs 5.00 Crore for the restoration/establishment of Manipur State Transport is provided. An amount of 30.00 Crore for implementation of Start Up Policy and Rs 35.00 Crore allocated as 50% of total cost for construction of Women Markets at Ukhrul, Chandel, Tamenglong, Churachandpur, Senapati, Kangpokpi, Jiribam at Rs 5.00 Crore per market under One Time Special Assistance of Central Plan Scheme. For Tourism sector, Rs 16.00 Crore is being allocated for development of various tourist infrastructure projects and Rs 2.50 Crore being 50% of total cost for construction of Integrated Tourist Destination at Shirui, Ukhrul under one Time Special Assistance of Central Plan Scheme. Under School Education Rs 10.00 Crore is allocated being 50% of total project cost for development of Model schools in 5 Districts at Rs 4.00 Crore each under the One Time Special Assistance of Central Plan Scheme. Further, an amount of Rs 15.22 Crore to SCERT as Central Share for the support for Educational Development including teachers training is provided. As amount of Rs 4.20 Crore is provided for the repairing renovation and maintenance works in Khuman Lampak Sports Complex for starting classes of National Sports University from the Academic Session, 2017-18 and Rs 20.00 Crore provided as 50% of total cost for flood lighting of Khuman Lampak Sports Complex and Luwangshangbam Cricket Stadium under the One Time Special Assistance of Central Plan Scheme. There is a provision of Rs 1.46 Crore for supply, Installation & commissioning of new medical gas pipeline system (Oxygen and Nitrogen gas pipeline) at JNIMS and Rs 2.50 Crore as 50% of total project cost for completion of 100 bedded district hospital at Ukhrul under One Time Special Assistance of Central plan Scheme. For the development of Smart City project an amount of Rs 16.44 Crore is provided as State matching Share and Rs 21.98 Crore for retrofitting of Ima Markets affected by 2016 earthquake. For the implementation of Pradhan Mantri Kaushal Vikas Yojana by Manipur Skill development Mission there is a budgetary allocation of Rs 24.99 Crore being Central Share and Rs 2.00 Crore for Skill Development Training programmes. Rs 10.00 crore for the Manipur State Journalists Welfare Scheme for providing relief and assistance to journalist fraternity, Finance Minister said in his speech.
