Safai Karmachari Sangh Manipur seeks clarity on Labour Law implementation

The Safai Karmachari Sangh Manipur has raised a series of concerns regarding the implementation and enforcement of key labour laws in the state, seeking clear responses on multiple pending issues.
In a press release, the labour body questioned the status of the four labour codes, which were earlier announced to be implemented from September 21, 2025, and asked when the framing of the necessary rules would be completed. It further sought clarification on the appointment of a mandatory Presiding Officer for the Labour Court as required under the Industrial Relations Code, 2019.
The body also highlighted delays in finalising the rules for the Manipur Shops and Establishments Act, 2023, which were reportedly submitted by the Labour Department in December 2023. It questioned why the post of Licensing Officer under the Contract Labour Act has remained vacant for over two years and asked to identify the designated Commissioner under the Employees’ Compensation Act.
Raising concerns over wage-related issues, the organisation pointed to the Gazette Notification issued on February 27, 2025, under the Minimum Wages Act, 1947, which includes Schedule Employment No. 18 pertaining to employment in local authorities such as the Imphal Municipal Corporation. It questioned why it has not been enforced.
The press release also alleged that sweepers currently employed under the Imphal Municipal Corporation are not receiving wages in accordance with the Minimum Wages Act, 1947.
Further, the organisation claimed there is a lack of coordination between the Administrative Department of Labour and the Labour Commissioner’s Office, noting that enforcement responsibilities are being carried out by existing staff rather than through the appointment of designated officers or the framing of proper recruitment rules.
The labour body also questioned how long it would take for the establishment of an Industrial Tribunal in the state.
The Safai Karmachari Sangh Manipur called on the relevant authorities to provide answers in the public domain. It cautioned that failure to do so would compel the organisation to escalate the matter to the Chief Minister and the Union Minister of Labour.
