RIMS authority has no interest in upgradation of outdated technologies

X-ray machines installed are humiliation to the Institute

Some of the doctors at Regional Institute of Science, (RIMS) prefer their patients to take X-ray from private run clinic as X-ray installed at the Radiotherapy department of the institute has become outdated. Patients who had come for treatment at the premier institute had to face severe form of inconveniences while going for X-ray outside the institute besides, spending unnecessary amount of money. A staff at the department, who did not want to reveal his identity, said that altogether there are 10 X-ray machines including 6 portables at the department.  Except for the portable X-ray machines the other four machines are outdated as the new generation technology has been replaced by digital X-ray machines. He said that around 300 patient used to come to the department for taking X-ray as advised by their concerned doctors, but most of them have to go again for taking digital x-ray outside the Institute premises as those concerned doctors finds it difficult to diagnose with the poor result.
When Imphal Times digs the matter through some other source, it has been learnt that the four X-ray machine presently in used at RIMS were installed some 15 years back and none of the authority concerned had ever initiated for upgradation of the outdated machines.
A source said that it is the duty of the Medical Superintendent to look after all these affairs. It said, as the present Medical Superintendent, Professor M. Amuba Singh has been holding dual post as he is also the head of department of Biochemistry department he is more occupied with his departmental affairs than looking after for the overall welfare.
On further investigation, it has been found that Schedule I, Clause (3) of the Medical Institutions (Amendment) Regulation, 2009 clearly stated that – Dean/Principal/ Director of Medical College/ institution, who is head of the institute and the Medical Superintendent who is head of the affiliated teaching hospital can be incharge of a unit but cannot be head of Department in the medical college/institution. However, they can teach and practice in the department. This means that the Medical Superintendent has violated the MCI guidelines as he serves as the Head of a department too.
As the medical Superintendent has failed to get a roundup of the whole department to check the existing infrastructures of the treatment technology, doctors at RIMS have no other option but to sent their patients to private run digital X-Ray clinic.
