Residents claim illegal sale of land, maladministration at Kwakta Government High School

The people of Kwakta, Moirang, and Bishnupur district have brought serious charges of mismanagement, illegal transfer of government land, as a memorandum has been submitted to the Governor of Manipur, AK Bhalla, regarding the situation at Kwakta Govt High School.
In the memorandum, it is alleged that a gathering, which took place on January 20, 2025, at the Kwakta Municipal Council, with the local MLA as the chief organizer, illicitly formed a “Construction Committee” to manage the construction of the new Higher Secondary School structure. The audacity displayed in this illegal gathering is that it resolved to sell the land on which the existing school is situated, with the sale price to be fixed by the construction committee, without the Department of Education, or indeed any government agency, giving such sanction.
An official reply under the Right to Information (RTI) Act from the Zonal Education Officer (Zone IV, Bishnupur) appeared to confirm that there had been no Construction Committee formed, and that the government land had not been cleared for sale. The RTI also made it clear that the formal School Management and Development Committee (SMDC) for the 2025-26 sessions had been formed only on April 5, 2025, which is a long time after the so-called committee has taken all such decisions.
The memorandum alleged that the parties involved had circumvented the legal procedures, putting government property at risk, when it described the sale of land as “unauthorised and potentially illegal.” The local communities also argued that the old site of the school ought to remain a Junior High School for classes I-VIII to serve educational needs.
The community has called on the Governor to conduct an urgent and fair inquiry, protect government property, and take necessary actions against any individuals who might be behind the observed irregularities. Failure to do so would not only affect the integrity of government property but would also impact the learning process of the children in Kwakta.
