Registrar blames former DMU VC for administrative irregularities

Dhanamanjuri University (DMU) Registrar-in-Charge Nivedita Lairenlakpam issued a notification yesterday clarifying that university authorities are in the process of filling key positions such as Registrar and Controller of Examinations, and pending examinations will be conducted within this month.
The notification stated that the Academic Council, Syndicate, and Senate have been reconstituted in accordance with the DMU Act, 2017, with the approval of the Chancellor, the Governor of Manipur. The process for filling key positions such as Registrar and Controller of Examinations has been completed, with results pending Syndicate approval.
The notification has attributed several irregularities to the former Vice-Chancellor’s tenure. It clarified that N Rajmuhon, appointed under Section 14(2) of the DMU Act, 2017, completed his three-year term as stipulated. The proviso under Section 14(4), allowing a Vice-Chancellor to continue until a successor is appointed for a maximum of one year, applies only to subsequent Vice-Chancellors, not those appointed under Section 14(2).
The notification issued by the Registrar-in-Charge pointed out that the former Vice-Chancellor failed to appoint a Pro Vice-Chancellor as required by Section 4(1) of the Act. Consequently, an amendment on March 20, 2023, made the Administrative Secretary in charge of the Department of Higher & Technical Education the ex-officio Vice-Chancellor in the absence of a Vice-Chancellor or Pro Vice-Chancellor.
Regarding the declaration of recruitment results for 83 teaching faculty, it points out that the announcement of the result did not follow prescribed procedures, lacked proper Syndicate approval, and did not have the Registrar’s presence in the relevant meeting chaired by the former VC. These irregularities have attracted scrutiny from the State Vigilance Commission, according to the notification.
The Registrar-in-Charge also acknowledged that while online exams were conducted in 2023 due to prevailing law and order issues, they are not the standard norm for student assessment. The university has sought UGC approval to conduct future online examinations, and a response is awaited. The Academic Council has held multiple meetings to address student welfare and start new semester classes. In this regard, the notification further reiterates the schedules of the upcoming examinations, with exams beginning on June 20, 2024, and July 20, 2024.
