Police officer on duty to fix responsibility for loss of vehicle; e-Tender for CCTV installation ready

Home Minister Gaikhangam today said that he had instructed the state police department to fix responsibility to police officer if any vehicle is reported lifted from the area where he or she was assigned for duty. Gaikhangam said this while giving clarification to the cut motion put up by MLAs during the passing of demand for grant for state police in today’s assembly session.
He further said that some months back vehicle theft report was very high but has been decreased in the last two/three months following strict vigilance of state police force.
On the other hand, the home minister said that the home department is all set to make functional of the CCTV installed at various strategic location of Imphal area. Clarifying to cut motions raised by Opposition MLA L Ibomcha, Gaikhangam said that the Home department too felt the importance of CCTV and all processed has been completed for making the CCTV functional. He said some of the CCTVs installed at the periphery of Governor Bungalow are now functional and others will be repaired soon.
“Finance Department has given clearance for the purpose and process for invitation of e-Tender is being underway”, Gaikhangam added.
MLA L Ibomcha and MLA K. Shyam moved policy cut motion to the demand for grant of Rs. 1062,05,80,000/- for police department on account of its failure to maintain good relation with the public, failure of intelligence input, failure to install CCTV in the strategic areas of Imphal city, failure to file charge sheet,  failure to frame a policy for promotion of police officer, failure to open police station at Dzuko Valley and failure to boost morals of police personnel.
Giving clarification to the cut motion, the Home Minister said that all measures have been taken up to build better relationship between the police and general public. He said that people now had confident to the police that most of the intelligence input are from the general public. He said that the department have Rules and Regulations and other guideline for promotion of police personnel and it would be incorrect to say that there is no policy for promotion of the police personnel.
On the matter about setting up of a police station at Dzuko Valley, Gaikhangam said that there was already a proposal for that.
The Home Minister also said that all measures to boost the morale of the police has been taken up and appealed through the house not to consider all police responsible if some black sheep committed some form of crime. He said there may be some bad police but majority are good and have excellent record for their duty. He said no body is above the law and any law violator are punishable irrespective of their positions.
Gaikhangam further added that the state police has been taking up adequate security measures in and around Imphal city to assured safety for the people.
