Joint Coordinating Committee of the PHED Workers and Employees’ Organisation Manipur and the All Manipur PHED Employees and Workers’ Union urged the Manipur government to confirm the status of Work Charge employees within the department who have been serving for over a decade, initially starting as Muster Roll Employees.
Addressing the press at Manipur Press Club, the Advisor of the Joint Coordinating Committee expressed concern over the prolonged service of Work Charge employees in the Public Health Engineering Department (PHED), spanning more than 20 years. While similar employees in other departments such as PWD, Minor Irrigation, and Electricity have been confirmed and granted financial benefits upon completing 10 years of service, those in PHED remain overlooked.
“We feel neglected and disheartened by the government’s stance,” stated Heiningamsing, speaking on behalf of the employees. He highlighted that the Finance department of the Manipur government issued orders confirming Work Charge employees with over 10 years of service in PWD and Minor Irrigation departments. Similarly, the Chief Engineer (Power) confirmed employees on Work Charge status with 11 years of service in the Electricity department on February 10, 2023. However, despite completing 23 years of service, Work Charge employees in PHED have not received confirmation.
The Advisor of the Joint Committee of PHED Employees emphasized the need for the Manipur government to treat all employees equally and fulfill its obligation to confirm the status of Work Charge employees in PHED, in line with directives from the Manipur High Court.
