MU in funding crisis as leadership is institutionally uncertain

Manipur University is landing in dire straits once more as the Union Ministry of Human Resource and Development (MHRD) still is yet to appoint a regular Vice Chancellor after removal of Prof. AP Pandey.

On the Direction of the Manipur High Court, former Chief Secretary of the state Jarnail Singh had been appointed as Administrator of the University to act in the capacity of Vice Chancellor for time being and has been continuing till today. For reason best known to the authority UGC had stop releasing fund and the University is left with no choice but to take loan from State Bank of India.

As per source, a sum of rupees one crore (Rs. 1 Crore) was borrowed from the State Bank of India and the amount transferred to the University bank account at Bank of Baroda has been sanction for utilization by the Administrator on August 8. The sum of rupees one crore is being borrowed on the ground that the amount will be reimbursed after UGC releases fund for the University.

Source further said that Jarnail Singh, the Administrator acting as VC by the directives of the Manipur High Court has failed as the UGC does not want to invest when the tenure of his stay as VC is already numbered.

On the other hand, the sanction amount for utilization was carried out without getting any approval from any University Authority, the source added saying that University may face another deep financial crisis as the money for development of MU is feared spent during his stay.
