The Ministry of Human Resource Development, Government of India has directed the Registrar of the Manipur University to start the process for the appointment of Vice-Chancellor of the Manipur University which has been vacant after the dismissal of Prof. Adya Prasad Pandey with effect from February 21, 2020.
In an official communication letter from the MHRD signed by Vijay Kumar, Under Secretary to the Govt. of India, the Registrar of the Manipur University has been directed to convene the meeting of the Executive Council of the University at the earliest possible time and also to provide two nominees of the Executive Council of the Manipur University to the member of the Committee for making panel for selection to the post of Vice-Chancellor, Manipur University.
As per the Provision of the Statute 2(1) of the Manipur University Act 2005, the Vice-Chancellor shall be appointed by the Visitor from a panel of not less than three persons who shall be recommended by a Committee. Statute 2(2) of the Manipur University Act, 2005 provides that the Committee shall consist of three persons, out of whom two shall be nominated by the Executive Council and one by the Visitor and the nominee of the Visitor shall be the convenor of the Committee.
After the prolong protest, Prof. Adya Prasad Pandey the then VC was put under suspension and Jarnail Singh IAS has been appointed as the Administrator to act as the VC of the Manipur University by the High Court of Manipur on October 11, 2018.
During the tenure of Administrator Jarnail Singh, 209 posts including teaching and non-teaching staffs have been advertised for recruitment and some already had been recruited. The recruitment process was challenged following various anomalies found in the process by a person from Guwahati. In response to the complaint the University Grant Commission (UGC) had directed the Registrar of the Manipur University to look into the recruitment process and also to take appropriate action as per the rules and action as per the rules and to intimated the action taken report to the complainant and the UGC on January 31, 2020. However, According to a source, the Manipur University still fails to comply with the directives of the UGC.
