The Meitei Alliance, a global consortium of Meitei diaspora organizations, has submitted a memorandum to Prime Minister Narendra Modi, urging the government to prioritize law and order restoration and the National Register of Citizens (NRC) update before proceeding with the delimitation exercise in Manipur. The organization expressed deep concern over the Supreme Court’s recent directive to complete the pending delimitation process within three months, cautioning that it could disrupt ongoing peace efforts if key security and demographic concerns remain unaddressed.
In its memorandum, the Meitei Alliance emphasized that the violence that erupted in Manipur on May 3, 2023, has severely impacted the state’s territorial integrity and posed serious national security threats. The organization highlighted its commitment to fostering peace and noted that it had signed a Six-Point Agreement on March 7, 2025, with the Thadou Inpi Manipur, the apex body of the Thadou community, marking a crucial step toward lasting stability.
The memorandum called for the restoration of law and order by taking strict action against those responsible for instigating violence, specifically naming the Committee On Tribal Unity (COTU), a Kuki organization, for allegedly encouraging unrest on March 8, 2025, to obstruct the government’s efforts to ensure free movement of citizens across the state. It also urged the government to abrogate the Suspension of Operations (SoO) agreements with Kuki militants, alleging that these accords have been misused to hinder peace efforts and intimidate those seeking reconciliation. Additionally, the memorandum stressed the need for updating the National Register of Citizens (NRC) for Manipur with a contextualized framework to protect bona fide citizens and ensure long-term political stability, security, and communal harmony.
The Meitei Alliance also echoed concerns previously raised by Manipur’s Rajya Sabha MP Maharaja Leishemba Sanajaoba, various civil society organizations (CSOs), and political leaders on March 25, 2025, in Imphal. It emphasized that any delimitation exercise conducted without addressing security and demographic concerns could have detrimental effects on Manipur’s fragile peace process.
Reaffirming their commitment to peace and development, the organization expressed readiness to contribute their expertise and global network to support the government’s vision for stability in Manipur. They also requested an audience with the Prime Minister to present a comprehensive framework that aligns with India’s Act East Policy and ensures national security and unity. Government officials are expected to review the memorandum, with stakeholders hoping for a timely and favorable response to their demands.
