The Maring Welfare Committee (MWC), a sub-committee of the Maring Uparap Assembly, has submitted a letter to the Governor of Manipur in response to a representation by Letpao Haokip, MLA of 42-Tengnoupal (ST) Assembly Constituency, dated July 25, 2025. The MWC’s letter, signed by Secretary Moresh Mekunga, raises serious concerns over the claims made by the MLA and appeals to the Governor not to act upon them without careful consideration.
In the letter, the Committee stated that the 42-TPL Assembly Constituency comprises both Meitei and Kuki communities and has been affected by communal unrest since May 2023. The MWC asserted that most District Level Officers (DLOs) and staff from Line Departments belong to non-Kuki communities, and under the current volatile conditions, deploying them to conflict-prone areas could result in identity-based threats and potential violence. It noted that opening a camp office for such officials away from conflict zones was a sensible precaution.
The letter also highlighted the severe lack of infrastructure—such as proper office buildings, staff quarters, and water supply—making the operation of government offices in the area impractical. Despite such constraints, the Deputy Commissioner and DLOs not belonging to the Meitei community were reportedly attending offices at Tengnoupal, Moreh, and other locations, demonstrating their continued commitment.
The MWC further accused MLA Letpao Haokip of neglecting development works in non-Kuki dominated areas, particularly in the Maring region, since his election. They termed this a failure of representation, stating it has adversely affected the constituency.
On behalf of the non-Kuki residents of the constituency, the MWC urged the Governor to take into account their grievances before responding to the MLA’s appeal. The letter concluded with a call for fair consideration of facts and for actions that ensure the safety and development of all communities in the region.
