The Manipur Government has assured the United Naga Council (UNC) that intensive efforts are underway to trace and safely recover the six persons who remain missing following a recent abduction incident that has heightened tensions and security concerns in parts of the state and appealed to end any form of blockade on national highways.
The assurance came in an official communication issued by N. Ashok Kumar, Commissioner-cum-Secretary (Home), Government of Manipur, in response to concerns raised by the UNC regarding the fate of the missing individuals and the prevailing law and order situation.
In his response, the Home Commissioner stated that the government fully acknowledges the concerns expressed by the UNC and the wider Naga community. He reiterated that the safety and security of all citizens remain the government’s highest priority.
According to the letter, security forces have significantly intensified operations following the abduction incidents. Cordon and Search Operations (CASO), combing operations, area domination exercises and intelligence-based actions are being conducted continuously in an effort to locate the six missing persons.
The letter further noted that, in order to ensure an independent, transparent and expeditious investigation, the case has been transferred to the National Investigation Agency (NIA). The central agency is expected to investigate all aspects of the case and identify those responsible for the abductions.
Addressing concerns related to the Suspension of Operations agreement, the government stated that strict enforcement of the agreed ground rules would continue. It also indicated that rationalisation and reorganisation of designated camps would be undertaken by the state government in coordination with the Government of India to ensure compliance with the provisions of the agreement.
The government assured that no individual involved in the abduction of civilians would be spared. It stated that the NIA investigation would identify all those responsible and that legal action would be taken against them irrespective of their affiliation, position or status. Security forces and investigating agencies, the letter added, are continuing efforts to identify and apprehend the perpetrators.
The letter appeal to the UNC to facilitate the safe release of the missing persons and to ensure that any form of economic blockade is withdrawn in the larger public interest, stressing the need for cooperation from all stakeholders to restore normalcy and safeguard the welfare of the people.
