The Chairperson of the Manipur Commission for Protection of Child Rights (MCPCR), Keisam Pradipkumar, has issued a fervent appeal to national rights bodies, citing the escalating violence in Manipur as a dire threat to the safety and well-being of children and women. In letters addressed to the National Commission for Protection of Child Rights (NCPCR) and the National Commission for Women (NCW), Keisam Pradipkumar has called for urgent intervention and a visit to the conflict-torn state.
The unrest, which began in May 2023, has reached critical levels, violating ethical norms and international legal standards meant to safeguard civilians during armed conflicts. According to the MCPCR, over 25,000 children have been displaced, severely disrupting their education, health, and security. The recent abduction and brutal killing of three children—Baby Telem Thajamanbi Devi (8), Master Laishram Chingkheinganba Singh (2.5), and Master Laishram Langamba Singh (8 months)—along with two women, has highlighted the unchecked volatility in the region.
“The targeting of innocent children, helpless women, and the elderly is a grave violation of laws such as the Juvenile Justice (Care and Protection of Children) Act, constitutional safeguards, and international conventions including the UN Convention on the Rights of the Child (CRC) and the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW),” stated Keisam Pradipkumar.
The MCPCR has urged the NCPCR and NCW to collaborate with central ministries, including the Ministry of Home Affairs and the Ministry of Women and Child Development, to create a protective environment for vulnerable populations.
