Man found serving as Asst. project Engineer in DOEACC with tempered mark sheets for 15 years

A person identified as Khagokpam Dilip Singh has been serving at DOEACC, Akampat ,now known as National Institute of Electronics and Information Technology (NIELIT) as Assistant Project Engineer in the mechanical department since 2001 by showing tempered mark-sheets. What is more interesting is that the authority of the institution has failed to take any action against the said persons even though documents which showed that his mark- sheets has been tempered and found to be forged has been shown to them.
According to documents procured by the Imphal Times staff the said Assistant Project Engineer, identified as Khagokpam Dilip Singh of Khurai Tinseed road  claimed to have passed his B.Sc Engineering (Mechanical) degree examination from the Dayalbagh Educational Institute, Deem University, Uttar Pradesh. This said person submitted his qualification certificates and mark-sheet stating that he had complete the 8th Semester examination in 1989-90  at the time of applying for the post in the year 2000-2011. He was appointed to the post by the then director of DOEACC Dr.Sarungbam Birendra Singh .
Later, when the mark sheet submitted by him has been cross check by seeking information from his University, it is learnt that he had tempered mark-sheets for six semester examination mark-sheets to get the post.
Imphal Times has got the original marks he got during the examination. And accordingly it is learnt that in 2nd Semester examination he got a total of 60.4%. This mark was tempered to 75.4% while submitting for getting the job. In 3rd semester examination he got 60.5% but was changed to 74.6%; in 4th Semester he secured 63% but as changed to 68%; in 5th Semester he secured 60.7% but submitted by changing the mark as 70.7%; in 6th Semester he secured 63.7 % but changed to 68.7 %; in the 7th semester examination he got only 58.5% but as tempered to 68.5%.
It is also learnt that the details of the mark sheets he originally secured from the university has been made available with the authority of the DOEACC Akampat now changed as National Institute of Electronics and Information Technology, but no action has been initiated against the said officer.
According to another source from the National Institute of Electronics and Information Technology Akampat the said person has been supported by the director and as he is reportedly standing by his side no action is being initiated against him till now.
