Law and Legislative Affairs Minister Thounaojam Basantakumar responded to allegations regarding the state government’s failure to convene three sessions of the 12th Manipur Legislative Assembly in 2024. His remarks came in response to reports published in local newspapers and statements made by the Manipur Pradesh Congress Committee (MPCC) during a press briefing on December 21, 2024.
The minister clarified that the state government has consistently strived to adhere to the constitutional provisions and rules established by the Manipur Legislative Assembly. He noted that in normal circumstances, the government has successfully convened three sessions annually, as seen in the years 2017, 2018, 2019, and 2020.
Basantakumar pointed out that previous governments also occasionally failed to meet the prescribed requirements under Rule 17A of the Rules of Procedure and Conduct of Business in the Manipur Legislative Assembly. Citing examples, he mentioned that only two sessions were held in 2003, 2007, 2008, 2009, and 2016.
The minister attributed the recent shortfall to exceptional circumstances, including the COVID-19 pandemic since 2021 and the violence that erupted on May 3, 2023. These events, he said, created unavoidable challenges that disrupted legislative processes.
Assuring that the government remains committed to constitutional obligations, Bashantakumar stated that efforts are underway to ensure the implementation of relevant provisions despite the prevailing law and order challenges. He reiterated the government’s intent to uphold legislative norms in the future.
