The Kangleipak Students’ Association (KSA) has raised serious concerns over the selection of a candidate under the Hearing Impaired category in the Manipur Civil Services (MCS) Examination and demanded a thorough investigation into the matter.
In a statement, the KSA alleged that Jerry Lalhratthang Buongpui of Churachandpur was selected under the Hearing Impaired category for the post of MCS Grade-II, as reflected in the result declared by the Manipur Public Service Commission (MPSC) on April 22, 2026. The association pointed out that the notification issued by MPSC on December 7, 2022 for the Civil Services Examination (Preliminary) 2022 stipulated that reservation under the disability category is applicable only to candidates with benchmark disabilities of 40 per cent or more, in accordance with the Rights of Persons with Disabilities Act, 2016.
The KSA claimed that the candidate’s disability status had been subjected to multiple medical examinations in connection with the Union Public Service Commission (UPSC) Civil Services Examination, 2024.
According to the association, medical assessments conducted at Safdarjung Hospital, a benchmark disability panel at AIIMS, and subsequently by the Appellate Disability Medical Board of Army Hospital (Research and Referral), New Delhi, reportedly found that the candidate did not possess the minimum 40 per cent disability required for reservation benefits.
The association further stated that the candidate had approached the Delhi High Court challenging the findings. However, even after fresh medical examinations were conducted pursuant to court directions, the required benchmark disability percentage was reportedly not established. The KSA noted that the case was ultimately disposed of by the Delhi High Court on April 6, 2026.
Questioning how the candidate was subsequently selected under the Hearing Impaired category in the MPSC examination, the KSA demanded that the disability certificate and related documents be thoroughly verified by the competent authorities. The association also called for a fresh medical examination and scrutiny of the candidate’s disability status.
The KSA urged the Manipur government and the MPSC to conduct a transparent inquiry into the matter and determine whether the selection was made in accordance with the prescribed rules. It further questioned whether due verification procedures were followed before granting reservation benefits, alleging that the issue has raised serious concerns among civil service aspirants regarding the integrity of the recruitment process.
The association maintained that a fair and impartial investigation is necessary to uphold the credibility of the MPSC examination system and ensure justice for all deserving candidates.
