KCP (PWG) MC Unification alleges financial irregularities at RIMS

The Kangleipak Communist Party (PWG) MC Unification has accused irregularities in billing and diversion of funds at the Regional Institute of Medical Sciences (RIMS), Imphal, involving the Director of the hospital, staff, and an outsourcing manpower firm. A press statement by the outfit’s PRO Chingkheinganba said that CRED, the outsourcing firm that uses manpower for various works like housekeeping, multitasking, waste management and so on at RIMS, presented inflated or irregular bills with connivance with the officials of the hospital.

It said that the Anti-Corruption Task Force of the outfit has scrutinized the bills of CRED presented in January 2024 and said that there were discrepancies found in the number of employees and EPF data.

As per the statement, one bill has been raised for 93 unskilled and four skilled workers and the bill was of Rs. 21,22,972.80. Another bill has been raised for 247 unskilled workers, 28 skilled workers and two two-wheelers and the bill is of Rs. 62,19,916.

Further, the outfit alleged that one bill for 372 workers contained the names, Aadhar numbers, and EPF data. While the bill of EPF had the number of workers of 372, the EPF and EDLI data for January 2024 had only 351 subscribers.

It stated that EPF records included names of people who were not working at RIMS. For instance, Rajkumar Mangalsana Singh is shown as Serial Number 268 and he was working as supervisor at Thoubal District Hospital at the time of the records.

In this regard, the statement mentioned that sanctioning of these bills took place with the agreement of the Director of RIMS with the Accounts Wing communication dated February 8, 2024.

KCP (PWG) MC Unification also raised concerns about the recruitment of supervisors based on DoPT Order dated June 14, 2016. It stated that appointment of people as supervisor on contractual basis is against the rules and the advertisement of supervisors was published on January 1, 2026 with the process of recruitment on January 20.

The KCP (PWG) MC Unification further said that action would be taken against those people involved in the matter and it would investigate the issue through Anti-Corruption Task Force.
