The Kangleipak Communist Party (KCP) has claimed responsibility for a bomb attack on the residence of Noney District Forest Range Officer (FRO) Oinam Pamheiba at Kongba Kshetri Leikai along Ucheckon Road, near Sunlight Club, in Imphal East, saying its Special Task Force (STF) carried out the attack.
In a statement issued by A. Luwangba, Media Coordinator of the Kangleipak Communist Party., the outfit claimed that the bomb was detonated at around 2 am at the residence of Oinam Pamheiba. The outfit identified the STF of its Miyamgi Fingang Lanmi (MFL) as the unit that carried out the attack.
According to the statement, the action was linked to the KCP’s allegation that Pamheiba had repeatedly refused to pay what the outfit described as a “tax” despite allegedly receiving repeated telephone demands and warnings from the group.
The KCP alleged that Pamheiba had not paid any tax to the outfit since 2025, attributing the refusal to what it described as his “stubbornness” and “strong opposition” to the demand.
The outfit further claimed that taxation from business sectors and organisations was permissible under its interpretation of the social and political order, describing such collections as part of what it called the “people’s revolution.” It argued that the money collected was intended for its activities.
The statement also named another Noney District Forest Range Officer, Takhelambam Tiken, warning that he would remain under the outfit’s surveillance along with Pamheiba. The KCP said both officers should stop what it described as actions against the “people’s revolution” and warned that their alleged opposition could result in further action.
