Restored Academic normalcy in MU breached as PVC entered the complex to take charge; Admission form counter closed; Students appearing exam mentally disturbed; MUSA shuts A block

Normalcy of academic activities, which was resumed after around 85 days of impasse at Manipur University has been once more breached after Pro VC Prof. Y Yugindro Singh, appointed by VC AP Pandey when he was on leave on the approval of the Chancellor today entered the University complex to take charge of the VC today afternoon.

In Charge VC , who had taken casual leave had also accompanied him along with security personnel with arms inside the Manipur University complex.

Students appearing today’s examination were mentally disturbed some failing to concentrate with the new development. Students who came to take admission form have to return home as the counter shuts down in protest to the new development.

Tension once more grips the University complex with men in khaki with arms and ammunition came escorting the PVC and in charge VC.

Later, a talk was held between the PVC and Prof. Shyamkesho on the other side and MU community on the other side.

What is more interesting is that even as the MHRD have every knowledge of the independent enquiry committee which is being underway and also having knowledge that the Registrar in Charge Prof. Sh. Dorendrojit Singh is presently the nodal officer of the enquiry committee as per the MoA signed on August 16, the MHRD  authority signed by one Vijay Kumar, Under Secretary to the Government of India addressed the letter to Prof. M. Shyamkesho, whom by virtue of the University authority is on leave and stated that the Pro VC will hold the Charge of the VC as he had been suspended on Sept 17 till the completion of the enquiry.

As per the “Statutes of the University” under the MU Act 2005, clause 4 states that “appointment of Pro Vice Chancellor ought to be BY THE EXECUTIVE COUNCIL on the recommendation of the VC, meaning - VC can’t unilaterally appoint someone as PVC”. Thus, AP Pandey can’t and doesn’t have the legal authority to appoint a PVC while he was on official leave (without the acceptance of the EXECUTIVE COUNCIL of MU on his nominee as PVC). So, there isn’t a PVC at the moment and hence, MHRD’s notification as well as prof Shyamkesho’s notification informing someone as PVC as well as VC in charge is illegal and not permitted. This was argued by a scholar from the Manipur University to the recent recognition of Pro-VC by MHRD.

The representative of the MU community further stated that the clause is “4. Pro-Vice-Chancellor.—(1) The Pro-Vice-Chancellor shall be appointed by the Executive Council on the recommendation of the Vice-Chancellor: Provided that where the recommendation of the Vice-Chancellor is not accepted by the Executive Council, the matter shall be referred to the Visitor who may either appoint the person recommended by the Vice-Chancellor or ask the Vice-Chancellor to recommend another person to the Executive Council: Provided further that the Executive Council may, on the recommendation of the Vice-Chancellor, appoint a Professor to discharge the duties of a Pro-Vice-Chancellor in addition to his own duties as a Professor.”

In the PVC appointment notification, AP Pandey had mentioned the term “In ANTICIPATION of the approval of Executive Council”, which means.. “Executive Council hasn’t hold a meeting on the topic of appointment of a PVC and neither such a nominee recommendation has been formally accepted by the Executive Council of the MU”. Please let everyone know if otherwise on the Executive Council’s meeting date/time and minutes of meeting note to substantiate the proof of acceptance of someone as PVC, he added.

Till the filing of this story, talks between the PVC and the MU authority are still underway.

Court convicts life imprisonment to Khulem Jiten

District Session Court Imphal West today convicted life imprisonment to Khullem Jiten Singh (41 yrs) son of Kh. Kendrajit of Naoremthong Khullem leikai, who was found guilty of murdering his uncle on the evening of June 30, 2015.

Justice Maibam Manojkumar announced the verdict today saying that the guilty is punishable under section 302, 307 and 27 for life imprisonment. The Judge   also directed the state social welfare department to compensate an amount of Rs. 5 lakh to the next kin of the deceased Khullem Khrishnamohon and another Rs. 50, 000/- to the injured Khullem Priyobratta.

Both Priyobratta and Khrishnamohon were uncle of the culprit. He fired the duo using his license gun on the evening of June 30 , 2015. Krishnamohon succumbed to his injury however Priyobratta managed to survived.

The Session court found the culprit found guilty on September 18 and the verdict for punishment was announced today.

State Government fetes Governor on winning outstanding Parliamentarian Award

Governor Smt. Najma Heptulla has exhorted the people of Manipur especially youths to make Manipur famous in the world.
She was speaking at the felicitation function organised in her honour by the State Government on her receiving the Outstanding Parliamentarian Award at the auditorium of Manipur State Film Development Society (MSFDS), Palace Compound in Imphal East District today.
The Governor said, “I wish all the young people a very bright future. You have the most beautiful State which I call the God’s Own Paradise, which is not discovered by the world yet. We have to make the world discover it.”
Dr. Heptulla said that she keeps on thinking about Manipur as the State has a huge potential in different fields, and there are lots of things to be done as well. Stating that Manipur is in the forefront in women empowerment in the entire country, the Governor expressed pleasure that the new Government has been inaugurating women markets in different parts of State one after another which is a true example of empowering women further.
Remembering the early parts of her career as a Parliamentarian, Smt. Najma Heptulla said that she chose to be appointed as the Deputy Chairman of Rajya Sabha when the then Prime Minister Rajiv Gandhi offered her the post of a State Minister.
Stating that the position of Deputy Chairman did not have any financial authority, and she insisted that all the Rajya Sabha files regarding the appointment, promotion and salaries should not come to her. All these files went to the Chairman’s office, and she only chose to preside the Upper House as a Deputy Chairman, the Governor said.
People’s thinking and attitude have changed a lot in the past one and half years ever since the new Government was instated in the State.
It was because of the confidence building activities done by the Government, she observed.
She keeps on writing to the Prime Minister about every single happening of the State. He informed him that she along with the Chief Minister, Cabinet Ministers have been travelling to the nook and corner of the State to look into people’s needs.
 Speaking at the occasion, Chief Minister Shri N. Biren Singh said that many Governors had come and gone during his political career spanning around 15 years. However, no Governor was so concerned about Manipur like the current Governor.

 Dr.  Najma Heptulla has been guiding the State Government as a guardian in all spheres whether it may be in the development front or in the issues besieging the State.
The Chief Minister said that no matter Smt. Heptulla’s association with Manipur was just a little more than 2 years old, her understanding and love for the State was immense, and it was reflected in her action.
Soon after she assumed the office of Governor of Manipur, she took the initiative of introducing Flying Doctors in the State, the Chief Minister said while adding that the noble project is ready to launch with the blessings of the Prime Minister Narendra Modi.
Moreover, the Governor is so concerned about the present condition of Loktak Lake, he said. Stating that Smt. Heptulla has been putting in constant efforts and sharing valuable thoughts and suggestions to protect the largest freshwater lake in North East India, the Chief Minister said that the Governor was also a great admirer of Sangai and Shirui Lily as well.
N. Biren also said that the Governor has a great desire to promote Manipuri culture and other potentials not only to the rest of India but also to the world.
Maintaining that Manipur is so lucky to have Smt. Heptulla as its Governor, the Chief Minister said that she had requested the Prime Minister to include Imphal in the list of iconic cities of the country as well.
Her contribution towards solving some key issues besieging the State was really commendable, he said while adding that the Governor is ready to extend her full co-operation and support to the State Government when the need arises.
N. Biren said that the people of Manipur feel extremely proud and happy for her on receiving the prestigious award. He said that Smt. Heptulla is a parliamentarian par excellence, a versatile personality, gifted orator and an accomplished scholar.
Earlier, Chief Secretary Dr. Suresh Babu read out the citation of award.
Ministers Th. Biswajit, L. Jayantakumar, Karam Shyam, Th. Shyamkumar, Shri L. Dikho, V. Hangkhanlian, Nemcha Kipgen, Th. Radheshyam, MP K. Bhabananda and Chief Secretary Dr. J Suresh Babu were seated on the dais. MLAs and high ranking civil and police officials were also present at the occasion.

Bishwajit credited talented sportspersons of the state for Natl. Sports University

Government Spokesperson Thongam Biswajit Singh said that the approval for establishment of a sports university in the State is the Centre’s acknowledgement of the State sportspersons’ performances, talents and activities.  
Biswajit was speaking today at the formal flagging off ceremony of the 20-member FC Imphal City team for the 16th Administrator’s Challenge Cup All India Football Tournament U-17 (Boys) – 2018, Youth Affairs & Sports, Chandigarh. The tournament will be played from 21st September to 30th September. The flag off ceremony was held at Kangla western gate.

Addressing media persons after the flag-off ceremony, Shri Biswajit said that the present government at the Centre has acknowledged the performance of the sports persons of the State. The coming of the university in the State is the fruit of the sportspersons’ hard-work.
Sports and culture identify our State to the outside world, he said adding that the present Shri Biren Singh led government in the State has been supporting and encouraging sportspersons and will continue to do so.
Biswajit also wished the FC Imphal City team all the success.
Meanwhile, speaking on the sideline of the ceremony to media persons, the government spokesperson also said that the Manipur Mob Violence Control and Prohibition Bill will be implemented as an ordinance and efforts will be put to pass it as an Act at the earliest. The ordinance will not only help in containing communal hatred and mob violence but will also show the existence of the law of land, he said.

Editors of print and electronic media to be honoured as a mark of respect to Hijam Irabot

As a mark of tribute to multifaceted pioneer leader of the state Hijam Irabot , in recognition to his contribution to the culmination of print journalism in the state, Manipur proletariat peoples’ Democratic Union (MPPDU) and other like minded organizations – Socialist Students Union of Manipur (SSUM) Proletarian feminist Movement Manipur  (PoFM and Socialist Women Association (SWA), Manipur is honoring some journalists of the state serving as editors at different media houses from both print and Electronic medium .

A Joint body of the said organizations had formed a, apex body called Lamyanba Irabot Ningsing Thouram Pangba Kanglup and has been organizing a month long observance by in commemoration to the Pioneer leader. Various events has been organized at various places in connection with the month long observance and the function for honoring of the editors will be held at Heirok in Thoubal district on September 21 to mark the day when Irabot first went underground and rooted the revolutionary movement in the state.

A statement of the organizing committee said that Hijam Irabot was the first to implant journalism in the state of Manipur. The Pioneer leader overcome all obstacle and challenges to make sure that news article written in his newspaper reached to almost all people of the state. Similar challenges faced by Hijam Irabot is still faced by today’s editors and journalist s. Understanding the difficulties and courage of today’s journalist  the organizing committee have decided honouring the editors as the need of the hour.

Understanding Communist ideology: The only means for revival

Scholars, politicians and almost all civil society leaders of this erstwhile nation call Manipur, now, become a part of the Indian union, are all politically sensible people. At public spare they talk of good governance, needs for protection and preservation of the identity, culture, traditions and history which is stated as many as 2000 years. Some says Manipur earlier called Kangleipak is the first Asiatic nation which elects its government through adult franchise. Well that was in the year 1948 when British left and handed over the administration to the then Maharajah of the erstwhile nation.
Well this write up not about argument or counter argument on the status of the state after its merger with the Indian Union but it is more about the political consciousness of the people of the state.
1972, when Manipur become a full fledged state of the country, Regional political Party called Manipur Peoples’ Party, Communist Party and Congress party were the most popular political parties of the state. Since then, many elections had conducted and government after government with different political parties leading the government had ruled the state.
Communist party of India was also one among the political party which reached its peak far and wide across the state in late 70s and early 80s. There were at least one or two candidates elected in every state election. Moreover, the number of  hard core Communist members were tough guys and never change their mind even though the number was not to the mark. The falls of the CPI began after 2001 election where around 5 of them were elected and later joined the government. May be there are other reason for the decline to the popularity of the CPI but as witnessed in the political history of the state it was that time that people started losing trust to the CPI.
When the country today talks about the revival of a third front led by the Communist party, the state of Manipur believes in either the Ruling BJP party and its alliance political party or the Congress Party .
The state witnessed 15 years of Congress rule and now a government led by the BJP. To the ideology of most of the people particularly those in the fore front, talks of communism is their main agenda. But for reason best to them no one is dare to come out and openly support the CPI.
Is it because of the so called CPI leaders of the state who are more bourgeoisies in character? Or is it because Manipur is waiting for the Communist regime to come back at the center?
Communist theory of a civilized develop society is what every youths of the state began their career. Those believed in the ideology of Marxism, Leninism and Maoism are recognized as leftist. When majority of the youths , since the time of Hijam Irabot believe in Communist regime why they change in their latter part of their life – a matter need to ponder.
It is rather a misunderstanding of what actually is left ideology due to misinterpretation by vested interested capitalist group who had also stood against equality.

Well Left is about putting primacy to the interest of the people as oppose to putting primacy to the interest of people.
The crumbling of the Soviet Union or the changes in China is the revolution brought by the ideology of the Communists leaders. Considering of North Korea Regime as of todat as socialist is in contrary to what Maoism has suggested . Socialist as demanded by leftist is about a society which is free- even more that the capitalism.
At this moment the Communist Party in India , both the CPI and the CPI M has remain lazy for quite a long time. Both have never tried any renewal to their ideology which is compulsion for bringing a revolution. This perhaps is one reason for the decline of the Communist party in the state.  
To some one aspire to become an elected representative, first they will see who is in the power at the center and where will he get more support in getting support. Ideology is not a matter for any persons in the state of Manipur.
The political sensibility which each and every outspoken politician was a mere joke as they don’t have a political ideology .
Their believe system is that Communist is too small to capable of reviving even in India and also across  the world.
But thing needed to be reminded to all the fellow politicians and those aspirant politician is that Left ideology has been written in the DNA of the Manipur Politics. So anything of the kind cannot be simply disappeared. It will come back.
As we all know that Marxism, Maoism or Leninism means concrete analysis of Congress condition. If you fail to change the analysis as per the condition then you are not a Communist at all.

State Cabinet Approves Introduction Of Anti Mob Violence Bill

 The State Cabinet has decided to introduce the Manipur Mob Violence Control and Prohibition Bill in the State Legislative Assembly soon.
The decision was taken in a historic Cabinet meeting held for the first time at Jiribam District Headquarters yesterday. It was the fifth Cabinet meeting held outside the State Capital.

Speaking to reporters after the meeting, Works Minister and Government Spokesperson Th. Biswajit said that the rate of awarding instant punishment by mob without any fair trial is increasing day by day in the State. As such, the new Bill would be introduced in the House to check such injustice, he added.
The Minister said that the Cabinet also decided to restart functioning of Jiri tea estate in PPP model through open tendering. He said that the total area of the estate is 1100 acres, out of which 400 acres would be used in tea plantation, 600 acres in rubber plantation and 100 acres in coffee plantation.
He further said that the Cabinet also gave its nod to revive Manipur State Lottery as well. However, lotteries would be conducted outside the State, and no lottery ticket would be sold in Manipur, he said. The State is likely to earn Rs. 50 crore to Rs. 60 crore through this lottery every year, the Minister said.
The Spokesperson further informed that the Cabinet also fixed Rs. 40 per square feet as land compensation regarding construction of Ukhrul-Toloi-Tadubi National Highway. He said that National Highway Infrastructure Development Corporation Ltd. (NHIDCL) would start construction of the road soon once the issue of land compensation is sorted out.
The Cabinet also approved reimbursement amount of Rs. 20,53,740 for 17 Manipur police, Manipur Rifles and IRB personnel treated at Shija Hospitals and Research Institute.

New IGAR (south) calls on Hon’ble Governor of Manipur

Major General K P Singh, YSM, Inspector General Assam Rifles called on Dr  Najma Heptulla, Hon’ble Governor of Manipur on 19th September. The Governor appreciated the efforts made by Assam Rifles in maintaining a peaceful environment in the state which is very well evident from the reduced presence and hold of prominent UG outfits in the state. She credited Assam rifles for the prevailing peace situation in the state and attributed its improved social condition to the meaningful Civic Action activities undertaken by the force for upliftment of the society.

The General Officer complimented the Governor for portraying Manipur in a befitting manner at national level and playing a pivotal role in bringing about a positive change in the state during her tenure. Indicating towards the rich history of the Manipuri society, the General Officer also expressed  his views on how Manipuris make the finest soldiers of Assam Rifles. He also mentioned that the Manipuris have showed tremendous potential and have surpassed their contemporaries in making themselves a sought out cadre of the force. Towards the end the Hon’ble Governor appealed to the General Officers for continued efforts from the Assam Rifles in maintaining peaceful environment within the state as well as friendly relation between India and Myanmar along the international border.

Assam Rifles Organises Yoga Workshop

A Yoga workshop was organised by Patsoi Company Operating Base of Tulihal Battalion of 9 Sector Assam Rifles under the aegis of HQ IGAR (South) on 19th September. The Yoga workshop was organised in coordination with Vihangam Yoga and Para Vidya Yoga Sanstha Manipur unit at Patsoi -II community hall.   A total of 70 Persons including troops of Patsoi attended the workshop. Two yoga instructors named Mr N Jile singh and Mr L Ibemhal educated the participants on benefits of Yoga and healthy life style. The workshop emphasized on the importance of  maintaining balance between physical & mental well being, stress management and  prevention of  lifestyle diseases. Assam rifles organised security meet

A Security Meet was conducted by Keithelmanbi Battalion of 9 Sector Assam Rifles under the aegis of HQ IGAR (South) at Community Hall Andro Awang Leikai by Andro Company Operating Base on 19th September. The forum was attended by 50 people including Meira Paibis, ward members and Youth Club members of Andro. The attendees were briefed regarding the prevailing security situation and necessary cooperation required from the people to maintain peace in the area. The platform helped the locals to discuss the security perspective in the area and suggest measures to improve synergy between Assam Rifles and local populace. Assam rifles conducts integrated awareness program Chassad Battalion of 10 Sector Assam Rifles under the aegis of HQ IGAR (South) conducted an awareness program for the villagers of far flung areas in extreme eastern parts of Kamjong District in Manipur on 18th September. Villagers including elders and youth both participated in this program wherein they were enriched on the current recruitment procedures, minimum qualifications and preparation required to achieve the aim of joining Indian Army. Session conducted was highly appreciated by the locals as “it was a guidance towards a bright future for the youth of the region”, according to Headmen of villages. More number of similar programs were requested by the locals to be conducted for the youth and also for development of Kamjong District.

Bangladesh: Police foil left alliance’s march for fair election

At least 20 left leaders and activists were injured on Thursday as police foiled an attempt of Left Democratic Alliance to lay siege to the Election Commission with a view to holding a free and fair national election.

Leaders and activists of the left parties brought out a procession from in front of the National Press Club around 12:00pm to step up their demands, including next general election under a caretaker government, with a view to holding a free and fair national election.
The police obstructed the march when it reached at Karwan Bazar around 12:30pm.
Among the injured are Chhatra Union President GM Zilani Shuvo and Revolutionary Workers Party of Bangladesh general secretary Saiful Haque, said Communist Party of Bangladesh (CPB) leader Ruhin Hossain Prince.
